학교 민주시민교육에 대한 교사의 인식 연구: 서울 지역 초·중·고등학교 교사를 중심으로

국문 초록

목적 본 연구는 학교 민주시민교육의 주요한 주체 중 하나인 교사들의 인식을 통해 학교 민주시민교육의 현황을 파악하고 그동안의 성과와 함께 앞으로의 과제를 진단하여 향후 학교 민주시민교육의 개선 방향을 모색하고자 하였다. 방법 이를 위해 서울 지역 초·중·고등학교 교사 8명을 대상으로 2021년 6월에 온라인으로 반구조화된 초점집단면접(Focused Group Interview)를 실시하였다. 면접 자료는 전사 후 질적 분석 절차에 따라 분석되었고, 2024년 하반기에 초기 분석 자료를 재검토하며 연구자 간 교차 분석을 통해 해석의 신뢰성과 타당성을 높이고 현재적 의미를 반영하였다. 결과 교사들은 학교 민주시민교육이란 학생들이 스스로 생각하고 판단하고 실천하는 주체가 되도록 하는 교육으로, 관계 맺기 및 태도를 포함하여 생활 전반의 문제로 접근해야 하는 것이라고 인식하고 있었고, 각 학교급별 특성에 맞게 실천하고 있었다. 그리고 논쟁적인 이슈에 대한 민원, 경직되고 위계적인 학교 문화 등이 학교 민주시민교육을 위축시킨다고 지적하며, 민주적이고 평등한 환경 조성의 중요성을 강조하였다. 결론 이러한 연구 결과를 토대로, 학교 민주시민교육의 활성화를 위한 방안으로 교사가 자율적으로 교육과정을 재구성하고 실천할 수 있는 환경을 조성하고, 학교 민주시민교육에 대한 장기적인 관점과 비전을 형성하면서 사회적 합의를 만들어가기 위한 노력을 경주해야 함을 제안하였다.

영문 초록

Objectives This study aimed to explore the current status of democratic citizenship education in schools by examining teachers’ perceptions—one of the key actors in its implementation. The study sought to assess past achievements and identify challenges in order to suggest future directions for improving school-based democratic citizenship education. Methods To this end, semi-structured focused group interviews were conducted online in June 2021 with eight teachers from elementary, middle, and high schools in Seoul. The interview data were transcribed and analyzed using qualitative data analysis procedures. In the second half of 2024, the initial analysis was revisited, and researcher triangulation was employed to enhance the credibility and validity of the interpretation and to reflect the present-day implications. Results The participating teachers understood democratic citizenship education as an approach that fosters students' capacity to think, make decisions, and take action autonomously. They emphasized the importance of addressing issues not only through content but also through relationships and attitudes embedded in everyday school life. Teachers reported that democratic citizenship education practices varied by school level and highlighted several challenges, including complaints about controversial topics and rigid, hierarchical school cultures. They strongly advocated for the creation of democratic and egalitarian school environments. Conclusions Based on these findings, this study proposes that school environments should enable teachers to autonomously reconstruct and implement curricula. It also stresses the need to cultivate a long-term vision and foster social consensus around democratic citizenship education in schools.
