국문 초록

목적 본 연구는 코로나19 시기 고등학생의 EBS 이용이 사교육비 지출에 미친 영향을 실증적으로 분석하고, 소득 수준과 지역 규모에 따른 차별적 효과를 확인하는 데 목적이 있다. 방법 한국교육개발원의 한국교육종단연구2013(KELS 2013) 8차년도 자료를 활용하여 고등학교 3학년 학생 3,444명을 대상으로 OLS 회귀분석을 실시하였다. 사교육 참여 양상이 교육적 맥락에 따라 달라질 수 있음을 고려하여, 소득 수준(저소득, 중간소득, 고소득)과 지역 규모(읍면지역, 중소도시, 대도시, 특별시)를 기준으로 하위 집단을 구분하여 추가 분석을 수행하였다. 결과 첫째, 전체 학생을 대상으로 한 분석에서 코로나19 시기 EBS 이용 정도가 사교육비 경감에 유의한 영향을 미친 것으로 나타났다. 둘째, 소득 집단별 분석에서는 모든 소득 집단에서 EBS 이용이 사교육비 경감에 기여하였으며, 고소득 집단에서 그 효과가 상대적으로 더 크게 나타났다. 셋째, 지역 규모별 분석의 경우 중소도시와 특별시에서는 EBS의 사교육비 경감 효과가 확인된 반면, 읍면지역과 대도시에서는 통계적으로 유의한 영향을 확인할 수 없었다. 결론 본 연구는 코로나19라는 특수한 상황에서 EBS가 사교육비 경감에 기여했음을 실증적으로 확인하였다. 다만, 이러한 효과가 교육적 맥락에 따라 다르게 나타나는 만큼 효과적인 정책 수립을 위해 집단별로 차별화된 접근이 필요하다. 아울러, EBS 프로그램의 효과성을 증진시키기 위한 추가 연구와 정책적 노력이 요구된다.

영문 초록

Objectives This study aims to empirically analyze the impact of EBS usage on private tutoring expenditures of high school students during COVID-19, and to identify differential impacts based on income level and regional size. Methods Utilizing the 8th-year data of the Korean Education Longitudinal Study 2013(KELS 2013) conducted by the Korea Educational Development Institute, an OLS regression analysis was conducted on 3,444 third-year high school students. Considering that participation in private tutoring may vary depending on the educational context, we further analyzed sub-groups based on income level (low, medium, and high income) and regional size (rural areas, small and medium-sized cities, large cities, metropolitan cities). Results First, the analysis of the entire student sample indicated that the degree of EBS usage during COVID-19 had a significant impact on the reduction of private tutoring expenses. Second, the analysis by income group revealed that EBS usage contributed to the reduction of private tutoring expenses in all income groups, with a relatively larger effect in high-income groups. Third, the analysis by regional size confirmed the impact of EBS on reducing the expenses of private tutoring in small and medium-sized cities and metropolitan cities, while there was no statistically significant impact in rural areas and large cities. Conclusions This study empirically confirms that EBS contributed to reducing the expenditure on private tutoring in the unique context of COVID-19. This impact, however, varies across educational contexts, suggesting the need for differentiated approaches for different groups for effective policy formulation. Further research and policy efforts are needed to improve the effectiveness of EBS programs.
