공무원의 디지털 역량에 대한 인식 및 교육 요구도 분석

국문 초록

목적 본 연구는 공무원의 디지털 역량 수준에 대한 인식과 디지털 역량 유형 및 하위 요소에 대한 교육 요구도를 분석하고, 이를바탕으로 공무원의 디지털 역량 향상을 위한 교육 방안을 모색하는 것을 목적으로 했다. 방법 공우원 115명을 응답 결과를 분석하여 공무원의 디지털 수준에 대한 인식과 디지털 역량 향상을 위한 교육 요구도를 살펴보았다. 디지털 역량 수준에 대한 인식 정도, 디지털 역량의 보유도 및 중요도를 조사했으며, 분석 방법으로는 t-검정(t-test), Borich 요구도 분석, Locus for Focus 모델 분석을 활용하였으며, 결과를 종합하여 공무원의 디지털 역량 유형 및 하위 요소별 교육 요구도우선순위를 도출하였다. 결과 공무원들은 자신의 현재 디지털 수준(6점 기준)을 ‘기본적 디지털 역량'(4.24점) 수준으로 가장 높게 인식했다. 또한 디지털역량 및 하위 요소에 대한 중요도와 보유도 간 차이에 대해 통계적으로 유의한 차이가 있는 것으로 나타났다. 디지털 역량 유형 중에서는 ‘디지털 사고'와 ‘디지털 관계 역량'에 대한 교육 요구도가 높았으며, 하위 요소 중에서는 ‘데이터 기반 타당성 검토’, ‘정보자원확보’, ‘디지털 협업 촉진'에 대한 교육 요구가 가장 높았다. 아울러 공무원의 직급(국·과장급 이상과 그 외 직급)에 따라 디지털역량 유형 및 하위 요소에 대한 교육 요구도의 우선순위에 다소 차이가 있는 것으로 나타났다. 결론 공무원은 공공 분야의 디지털 전환를 성공적으로 이끌어갈 정책을 수립 및 추진하는 주체이며, 현장중심, 문제해결중심으로디지털 행정을 주도하는 역량이 요구된다. 따라서 공무원의 직급별(국·과장급/ 그 외 직급) 교육 요구에 기반하여 디지털 역량을향상시킬 수 있는 지속적인 학습 기회를 제공할 수 있는 방안이 필요하다.

영문 초록

Objectives The purpose of this study is to analyze the perception of the level of digital competency of public offi cials, the educational needs of digital competency types and sub-factors, and to seek educational measures to improve the digital competency of public officials. Methods The degree of digital competency level recognition, possession of digital competency, and importance of digital competency were analyzed in order to conduct a survey of 115 public members, and to analyze educa tional needs for digital competency improvement. In addition, by comprehensively considering the results of t-test, Borich demand analysis, and Locus for Focus Model analysis, the priorities of the educational needs for the digital type and sub-element contents of public officials were derived. Results The degree to which public officials perceived the digital level (based on 6 points) as ‘basic digital com petency’ (4.24 points) was the highest, and there was a statistically significant difference in the degree of recog nition of the difference in the importance of digital competency and sub-elements. Among the types of digital competency, the demand for education on digital thinking and digital relationship competency types was high, and among the sub-elements, the demand for education on data-based feasibility review, information resource ac quisition, and digital collaboration promotion was high. It was also found that there were some differences in the priority of educational needs for digital competency types and sub-elements according to the position of public official (national and manager level or higher, and other payments). Conclusions Public officials are the subjects of establishing and promoting policies that will successfully lead the digital transformation of the public sector, and the ability to lead digital administration centered on field and prob lem-solving is required, so it is necessary to provide continuous learning opportunities based on the educational needs of public officials (national, manager, and other positions).
