국문 초록

목적 본 연구는 한국의 사교육비 지출 격차와 가격 탄력성을 실증적으로 분석하여, 소득 계층별 사교육비 부담 완화를 위한 정책적 시사점을 도출하는 데 목적이 있다. 방법 본 연구는 2023년 26차 노동패널 자료를 활용하여, 단위가격 기반 수요 추정법을 적용하였다. 이를 통해, 사교육비 가격 변동이 각 소득 계층의 소비 행태에 미치는 영향을 분석하였다. 분석 과정에서는 소득에 기반하여, 고소득, 중위 및 저소득층을 구분하였고, 사교육비 수강 개수를 통한 단위가격 산출하고 이에 기반한 가격 탄력성을 산정하였다. 결과 분석 결과, 사교육비 지출은 소득 수준에 따라 차이가 크며, 중위소득층은 고소득층과 유사한 소비 패턴을 보이며 사교육비 증가 압박을 받고 있는 것으로 나타났다. 또한, 저소득층은 가격 변화에 민감하게 반응하여 사교육을 포기하는 경향이 있으며, 고소득층은 가격 변화에도 둔감하게 반응하며 높은 사교육비 지출을 유지하는 것으로 확인되었다. 이러한 결과는 단순한 사교육비 억제 정책이 아니라, 소득 계층별 맞춤형 정책 개입이 필요함을 시사한다. 결론 본 연구는 기존 연구들이 주로 사교육비 지출 요인 분석이나 정부 정책 평가에 초점을 맞춘 것과 달리, 가격 탄력성을 실증적으로 분석하여 정책 효과를 계층별로 평가했다는 점에서 차별성을 갖는다. 또한, 소득 계층별 맞춤형 정책의 필요성을 실증적으로 제시함으로써, 향후 사교육 정책 설계 시 보다 실질적인 정책 방향을 마련하는 기초 자료로 활용될 수 있을 것이다.

영문 초록

Objectives This study aims to empirically analyze the disparities in private education expenditures and price elasticity across income groups in South Korea and to derive policy implications for alleviating the financial burden of private education. Methods This study utilizes the 26th wave of the 2023 Korean Labor and Income Panel Study (KLIPS) and applies a unit price based demand estimation approach. By doing so, it analyzes how variations in the price of private education services affect consumption behavior across income groups. In the analytical process, households were categorized into high-, middle-, and low-income groups based on income levels. The unit price was calculated by dividing total private education expenditures by the number of lessons purchased, and price elasticities were subsequently estimated based on this metric. Results The analysis revealed significant differences in private education expenditures across income levels, with middle-income households exhibiting similar consumption patterns to high-income households and experiencing substantial financial pressure from rising private education costs. Additionally, low-income households demonstrated high sensitivity to price changes, often opting out of private education, whereas high-income households maintained consistently high expenditures, showing little responsiveness to price fluctuations. These findings indicate that rather than implementing uniform policies to curb private education spending, differentiated policy interventions tailored to income groups are necessary. Conclusions Unlike previous studies that primarily focused on factors influencing private education expenditures or evaluating government policies, this study differentiates itself by empirically analyzing price elasticity to assess the varying policy impacts across income groups. Furthermore, by demonstrating the need for tailored policy interventions for different income groups, this study provides a foundational resource for developing more effective private education policies in the future.
