사안처리 중심의 학교폭력 정책변동 분석 연구

국문 초록

본 연구는 Kingdon의 정책흐름모형, Anderson의 정책과정단계모형, Hogwood와 Peters의 정책변동 유형을 활용하여 사안처리 중심의 학교폭력 정책변동 요인과 과정을 분석하고자 한다. 이를 위해 문헌연구와 FGI(초점 집단 인터뷰)를 활용한 연구 방법을 적용하였다. 연구 결과는 다음과 같다. 첫째, 학교폭력 문제가 정책의제로 설정되고 사안처리 중심의 정책 변동으로 이어지는 과정에서 가장 큰 영향을 준 요인은 정책문제의 흐름이다. 문제의 흐름 중에서는 국민적 공분을 일으킬 만한 심각한 학교폭력 관련 사건의 발생과 언론 보도를 들 수 있다. 다만 3차 정책의 창(2019)의 경우는 다른 시기와 차이를 보였다. 둘째, 사안처리 중심의 학교폭력 정책의 창은 예측 가능한 상태에서 열리기보다는 갑작스러운 사건이나 정권 교체, 집권당의 변화, 주요 정책결정자의 변화 등에 따라 예측 불가능한 상태에서 열린다. 다만, 학교폭력 관련 문제의 양상, 정치적 상황, 정책활동가의 역할 등에 따라 시기별로 정책의 창이 열리게 한 흐름의 결합은 다른 양상을 보였다. 셋째, 학교폭력 사안처리 정책 대안의 형성과 채택, 정책의 집행 과정에서 정책 변동을 주도하는 정책활동가들의 역할은 매우 중요하다. 넷째, 사안처리 중심의 학교폭력 정책변동은 학교폭력 예방 및 대책 5개년 기본계획의 수립 취지를 온전히 반영하지 못한다. 따라서 정부는 학교폭력 문제의 근본적인 해결 방안을 고민하고, 장기적이고 일관성 있는 정책을 마련하고 추진할 필요가 있다.

영문 초록

This study aims to analyze the factors and processes of policy change in school violence centered on case handling using Kingdon's policy flow model, Anderson's policy process stage model, Hogwood와 Peters's type of policy change. To this end, research method using literature research and FGI (focus group interview) was applied. The results of the study are as follows. First, the factor that has the greatest influence in the process of setting the school violence issue as a policy agenda and leading to policy changes centered on case handling is the flow of policy problems. Among the flows of problems, there are serious school violence-related incidents and media reports that can cause public resentment. However, the case of the third policy window (2019) was different from other periods. Second, the window of school violence policy focused on case handling is opened in an unpredictable state due to sudden events, regime changes, changes in the ruling party, and changes in major policy makers, rather than in a predictable state. However, the combination of the flow in which the policy window was opened by period showed a different pattern depending on the pattern of school violence-related problems, political situation, and role of policy activists. Third, the role of policy activists in leading policy changes in the formation and adoption of policy alternatives to deal with school violence is very important. Fourth, changes in school violence policies centered on case handling do not fully reflect the purpose of establishing a five-year basic plan for the prevention and countermeasures of school violence. Therefore, the government needs to consider fundamental solutions to the school violence problem and come up with and implement long-term and consistent policies.
