국문 초록

이 연구는 지역 내 교사 수급의 불안정을 해소하기 위해 도입된 지역구분 임용제도의 효과를 검증하는 데 목적이 있다. 이에 경기도 연천·포천의 지역구분 임용제도가 교사 구성에 미치는 효과를 분석하였다. 학교알리미 데이터와 KOSIS 국가통계포털 데이터를 바탕으로 경기도 지역의 교육지원청 데이터를 구성하였으며, 통제집단합성법을 적용하여 정책의 인과적 효과를 추정하였다. 먼저, 지역구분 임용제도의 도입은 연천·포천 지역의 2급 정교사 수를 감소시키는 효과가 있는 것으로 나타났다. 초등의 경우, 지역구분 임용제도 도입으로 인해 장기적으로 연천·포천의 2급 정교사 수의 감소 효과가 나타났다. 다음으로, 지역구분 임용제도의 도입은 연천·포천 지역의 기간제 교사 수를 감소시키는 효과가 있는 것으로 나타났다. 초등과 중등 모두에서 지역구분 임용제도 도입은 기간제 교사 수를 감소시키는 것으로 나타났다. 이러한 연구 결과를 바탕으로 지역구분 임용제도로 임용된 교사의 특성, 학교 수준에서의 지역구분 임용제도의 효과, 교육청별 지역구분 임용제도 도입의 효과 차이 등을 후속 연구로 제언하였다.

영문 초록

This study aims to verify the effects of the regional teacher appointment system which is to resolve the instability of teacher supply and demand in the region. Accordingly, the effect of the regional teacher appointment system in Yeoncheon and Pocheon, Gyeonggi Province on the number of second-grade regular teachers and temporary teachers in the region was analyzed. Based on the School Information data and the KOSIS National Statistical Portal data, the Gyeonggi-do Office of Education data was constructed, and the synthetic control method was applied to estimate the causal effect of the policy. First, the introduction of the regional teacher appointment system was found to have the effect of reducing the number of second-grade regular teachers in the Yeoncheon and Pocheon regions. In the case of elementary schools, there was a long-term decrease in the number of second-class teachers in Yeoncheon and Pocheon. Second, the introduction of the regional teacher appointment system was found to have the effect of reducing the number of temporary teachers in the region. When comparing the number of temporary teachers in Yeoncheon and Pocheon with the number of temporary teachers in the virtual synthetic control group in both elementary and secondary schools, the introduction of the regional teacher appointment system was found to have reduced the number of temporary teachers. Based on these results, we suggest the study on characteristics of teachers hired through the regional teacher appointment system, the effects of the regional division hiring system on the composition of teachers at the school level, and analysis of the effects of the regional teacher appointment system by education office.
