국문 초록

1987년 6.29선언 발표 이후 한국에서는 대통령 직선제와 5년 단임제가 시행되어1988년 노태우 정권이 출범하였다. 민주화투쟁에 의한 대통령 직선제 선출이라는 목표를 성취했지만 5년 단임제는 정권말기 레임덕이라는 권력누수 현상을 불가피하게맞게 되는 제도적 한계를 지니고 있다. 노태우 정권은 임기 초 민주화라는 시대적 요구를 일정부분 수용하고 5공 청산에 나섰지만 이것은 오히려 자신의 권력기반을 취약하게 하는 원인이 되었다. 특히 1990년 초 여소야대의 정국을 타개하기 위해 단행된3당 합당은 민주화를 후퇴시키는 계기가 되었을 뿐만 아니라 차기 대권주자로서의 김영삼이 부상하게 되면서 노태우 정권의 레임덕 현상을 구체화하였다. 여기에 임기 말국가 대형건설사업과 관련된 일련의 친인척 비리사건에 대한 폭로와 의혹은 노태우정권의 레임덕 현상을 더욱 가속화시켰다. 노태우 정권의 이러한 레임덕 현상은 이시기 한국영화의 창작영역을 확대시키는 중요한 요인으로 작용하였다. 그것은 이전시기 금기시되었거나 터부시되었던 영역들을 영화화할 수 있는 기회가 되었다는 것을말한다. 이는 남북한의 이념적 적대성에서 민족의 동질성을 드러내면서 이념의 비극성을 강조하는 영화들로, 노태우 정권과 직접적 연관이 있던 광주민주화운동을 다룬영화로, 국가적 차원이 아닌 개인의 경험적 시각으로서 베트남전쟁을 재인식시키는영화들로, 다양한 사회적 갈등을 통해 사회구조의 문제를 제기하는 영화들로, 미국에대한 그동안의 환상으로부터 벗어나 그 이면에 존재하는 시선들의 영화들로 나타났다. 이러한 주제와 소재의 다양화는 노태우 정권의 레임덕 현상과 이 시기 한국영화의 특징형성이 동시대 지배 권력의 변화와 불가분의 관계에 있음을 보여주고 있는 것이다.

영문 초록

Following the announcement of the June 29 Declaration in 1987, South Korea implemented a direct presidential election system and a five-year single-term presidency, leading to the establishment of the Roh Tae-woo administration in 1988. While the goal of electing a president through direct elections was achieved through the democratic movement, the five-year single-term system has inherent limitations, inevitably leading to a power drain phenomenon known as ‘lame duck’ toward the end of the administration. The Roh Tae-woo administration initially responded to the era’s demand for democratisation by addressing the liquidation of the Fifth Republic, but this also weakened its own power base. In particular, the three-party merger carried out in early 1990 to break the political deadlock caused by the opposition party’s majority in the National Assembly not only led to a setback in democratisation, but also brought Kim Young-sam to the forefront as a candidate for the next presidential election, thereby concretising the lame duck phenomenon of the Roh Tae-woo administration. In addition, a series of revelations and suspicions regarding corruption involving relatives related to large-scale national construction projects at the end of his term further accelerated the lame duck phenomenon of the Roh Tae-woo administration. The lame duck phenomenon of the Roh Tae-woo administration served as an important factor in expanding the creative realm of Korean cinema during this period. This meant that it became possible to make films about topics that had previously been taboo or considered off-limits. These films emphasised the tragedy of ideology by revealing the ethnic homogeneity of the Korean people despite the ideological hostility between North and South Korea, and dealt with the Gwangju Uprising, which was directly related to the Roh Tae-woo administration. At the same time, films that reinterpreted the Vietnam War from the perspective of individual experiences rather than the national level, films that raised questions about social structures through various social conflicts, and films that broke away from the previous illusions about the United States and r evealed the perspectives that lay beneath them has been made and released in the theatres. This diversification of themes and subjects demonstrates that the lame duck phenomenon of the Roh Tae-woo administration and the formation of characteristics in Korean cinema during this period were inextricably linked to changes in the ruling power of the time.
