영화제와 지역의 관계 형성과 변화에 대한 재고찰: 전주국제영화제 사례를 중심으로

국문 초록

본 연구는 전주국제영화제 사례를 중심으로 변화하는 영화생태계에서 지역 영화제와 지방정부 간의 관계가 새롭게 정립되는 과정을 분석하였다. 2000년대 이후 영화제는 영화다양성을 확장하고 지역 홍보의 매개체로 활약해 왔으나 OTT 플랫폼 성장, 기술 발전, 코로나19 등으로 그 영향력과 지속가능성에 의문이 제기되고 있다. 특히코로나19 팬데믹은 영화제 운영 방식의 유연성과 장소 기반 정체성의 문제를 수면 위로 끌어올리며, 지역에서 개최되고 있는 기존 영화제의 의미와 역할을 근본적으로 재검토하게 하는 계기로 작용하였다. 이에 본 연구는 전주국제영화제에 대한 현장답사와 조직 운영 분석, 전주시의회 회의록, 언론 기사, 정책 보고서 등 다양한 문헌 조사를 바탕으로 사례연구를 수행하였다. 이를 통해 전주국제영화제와 전주시의 관계는특정 시기마다 정책 합의와 긴장이 반복되는 동적 구조를 보이며, 영화제와 지방정부사이에서 상호 협의와 조율이 필요한 복합적 협치 형태로 나타남을 확인하였다. 특히, 코로나19 팬데믹이라는 위기 상황에 대응하여 전주시는 영화생태계 변화 속에서의전주국제영화제보다는 지역의 영화제로서의 문화관광정책적 접근에 집중한 반면, 전주국제영화제는 이를 지역이라는 물리적 장소를 벗어난 운영을 실험하며 변화하는 영화생태계 내에서 독자적 생존 전략을 실험하는 계기로 삼았음을 확인하였다. 결론적으로 영화제는 새로운 환경에 적응해야 하는 압박 속에 정체성과 역할의 재정립을 모색하는 반면, 지방정부는 관광과 홍보 중심의 기존 접근방식을 유지하여 양측 간 전략적 괴리가 형성되고 있음을 확인할 수 있었다. 이에 본 연구는 지역 영화제와 지방정부의 전략적 관계를 재조명함으로써, 영화생태계 및 지역문화정책 변화에 따른 새로운 정책적 상상력과 실행 전략의 필요성을 제안하고자 한다.

영문 초록

This study examines the evolving relationship between local film festivals and local governments within the rapidly-changing film sector, with a particular focus on the Jeonju International Film Festival (JIFF). Since the 2000s, film festivals have played a pivotal role not only in fostering the growth and diversity of the film sector but also in stimulating local economies. However, their relationship with local governments has increasingly come under scrutiny due to shifting market conditions—such as the rise of OTT platforms—as well as the disruptive effects of COVID-19. In particular, the pandemic brought into question issues of organizational flexibility and place-based identity, thereby prompting a fundamental reconsideration of the meaning and role of film festivals held in local contexts. Drawing upon literature reviews, municipal policy documents, organizational analysis, and fieldwork, this study conducts an in-depth case study of the dynamics between JIFF and Jeonju City. Through the analysis, the findings reveal that their relationship is characterized by a dynamic structure in which cycles of policy consensus and tension recur, constructing complex forms of collaborative governance based on negotiation and coordination. Notably, during the COVID-19 crisis, Jeonju local government emphasized the festival’s role in cultural tourism and place branding, while JIFF seized the opportunity to experiment with modes of operation beyond its locality and to explore sustainable strategies within the transforming film sector. In conclusion, while the festival has sought to adapt to new conditions by redefining its identity and role, the local government has maintained conventional approaches centered on tourism and promotion, thereby producing a strategic gap between the two parties. By reexamining the strategic relationship between local film festivals and local governments, this study highlights the need to expand policy imagination and practical strategies responsive to the evolving film sector as well as shifting paradigms of local cultural policy.
