국문 초록

본 연구의 목적은 공동주택 화재의 특성과 재난취약계층의 위험성을 규명하고, 최근 3년간 경기도 아파트 화재 통계 및 사례 분석을 통해 이들 취약계층의 화재안전 문제점을 파악하여 개선방안을 제시하는 데 있다. 이를 위해 공동주택 관련 소방 안전제도의 변천과 스프링클러 설비 기준변화를 고찰하고, 고령자·장애인 등 취약계층의 피해 사례를 분석하였다. 분석 결과, 고령자와 장애인 등 취약계층은 화재 시 인명피해 위험이 매우 높았으며 최근 3년간 경기도 아파트에서 3,621건의 화재로 380명(사망 44명 포함)의 인명피해가 발생한 것으로 나타났다. 이러한 분석을 바탕으로 간이형 스프링클러 보급, 발코니 드렌처 설비 도입, 피난지원체계 구축 등의 정책적 개선방안을 제시하였다.

영문 초록

This study identifies the fire risk characteristics of multi-family housing and examines the vulnerability of residents who face difficulty in independent evacuation, including the elderly, persons with disabilities, and other at-risk groups. The study reviews the evolution of Korean fire safety regulations for residential buildings—particularly the application history of sprinkler installation standards—and analyzes fire statistics and case studies from apartment fires in Gyeonggi Province over the last three years. The analysis confirmed that vulnerable residents are exposed to significantly higher risks of fire-related casualties. In Gyeonggi Province, 3,621 apartment fires over the past three years resulted in 380 casualties, including 44 deaths, demonstrating the urgent need for targeted safety improvements. Based on these findings, three primary measures are proposed to enhance fire safety for vulnerable populations in multi-family housing: (1) expansion of simplified sprinkler installation in households with evacuation-disadvantaged residents, (2) introduction of balcony drencher systems to prevent vertical fire spread in expanded balcony structures, and (3) establishment of human and technical evacuation support systems to assist residents with limited mobility or cognition during emergencies. These measures should be institutionalized and prioritized in national and local housing safety policies to ensure that no resident is left unprotected in the event of a fire.
