중국의 지역개발과 철도수송로 확보전략

국문 초록

개혁개방이후 중국은 동부 연해지역을 중심으로 '불균형 발전전략'을 추진해 왔으며, 그 결과 지역간 격차의 심화라는 문제를 야기하였다. 이러한 지역간 격차는 중국 내 사회적, 정치적 불안정 요인은 물론이고 경제의 지속적 성장을 가로막는 요인으로 인식되고 있다. 이에 따라 중국은 동부 연해지역의 축적된 부를 서부로 돌려 지역간 격차를 줄이고 중국 전체의 균형발전을 추진하고자 2000년 서부대개발 프로젝트에 이어 2002년에는 동북지역의 낙후한 공업기지를 중점 개발하는 방침을 수립한 바 있다. 중국은 현재 2020년까지 '전면적 소강(小康)사회 건설'을 목표로 동부 연해지역의 산업구조 고도화를 꾀함과 동시에 낙후지역의 개발이라는 새로운 성장동력의 발굴에 적극 나서고 있다. 본 논문에서는 중국의 서부대개발과 동북진흥 등 지역개발의 의미와 지역개발에 있어 중요한 영역을 차지하고 있는 철도수송로 확보전략에 대해 논하였다. TCR과 동변도철도 등 중국이 철도수송로 확보차원에서 현재 추진하고 있는 전략은 그저 단순한 물리적인 교통인프라에 국한된다기 보다는 '발전과 균형'의 국가발전전략과 긴밀하게 연결되어 있다. 이는 또한 중국의 지속적 경제성장을 담보하는 에너지 및 자원의 수송로 확보를 위한 전략과도 무관하지 않다. 중국의 국가발전전략과 연계된 지역개발은 21세기 중국의 지속가능한 발전을 담보함과 동시에 우리나라에게 있어서도 새로운 진출의 전기를 마련하고 있다. 특히 에너지 및 자원의 안정적 수송로 확보차원에서 전개되고 있는 TCR과 동변도철도의 경우 동북아시아 국제운송로 발전이라는 큰 틀에서 그 연계와 활용전략이 마련되어야 할 것이다.

영문 초록

Since Reformation and Open-door policy, China has practiced 'inequal development strategy' centering around east coastal region, which brought about the gulf between regions. There is growing recognition that regional gaps in China are a primary factor of social and political insecurity. Accordingly, Chinese government has decided on policies of Great Western Development in 2000 and Northeast Promotion in 2002 to narrow regional gaps and bring into balanced development in whole China. China is not merely designing highly advanced structure of industry in east coastal region, but also searching for a new motive power such as development of backwater, which aims at 'building a well-off society in all-round way'. In this paper, we consider the meaning of regional development such as Western Development and Northeast Promotion, and discuss railway corridor plans which play a important role in regional development. The railway corridor plans such as TCR and 'Dongbiandao Railway' that China is now driving, are not only focusing on transport infrastructure, but also highly related with national development strategy of 'balance and growth'. Especially, these are closely connected with the transport strategy of energy and resources which enable continuing economic growth in China. Regional development related with national development strategy don't only enable China to accomplish sustainable development in 21st century, but also give our country a new chance to find a larger market in China. In particular, we need to find a connecting and practical plan about TCR and 'Dongbiandao' Railway as main international transport routes in Northeast Asia.
