국문 초록

본 연구는 텍스트 네트워크 분석을 통해 국제개발협력 기사를 분석하고, 울산국제개발협력센터를 중심으로 지방의 ODA 참여 현황을 살펴보고 있다. 한국의 경우 2010년 OECD DAC에 회원국이 된 이후 지방정부의 ODA 역할에 대한 요구도는 높아졌지만, ODA 통계자료를 분석한 결과 445건 중 358건이 수도권 소재 기관으로 선정되었다. 이처럼 대부분의 개발협력사업은 여전히 서울에 집중되어 있어 지방정부에서 개발협력사업을 실행하고자 하는 주체들에게는 여러 가지 제약이 따르고 있다. 이 연구는 2021년 9월부터 2023년 6월까지 언론 기사를 분석하여 주요 동향과 네트워크를 면밀하게 파악하여 지방 정부의 역할에 대한 개념과 함께 실증적인 분석결과를 도출하였다. 본 연구의 결과는 개발 협력에서 지방 정부의 역할이 진화하고 있음을 강조하고, 지역 ODA 효과를 높이기 위한 분권화된 협력 프레임워크의 잠재력을 강조하며, 기여를 더욱 강화하기 위한 맞춤형 현지화 프로그램의 중요성을 강조한다. 매년 ODA 자금이 확대되고 있는 가운데 지방정부를 중심으로 지방 정부 ODA 참여를 강화하여 장기적인 관점에서의 지방정부 개발협력 정책이 수립되어야 한다. 본 연구의 결과를 바탕으로 정책 결정 과정에서 원조효과성을 확보할 수 있는 전략 확보를 위한 이론적 근거가 될 수 있을 것으로 생각된다.

영문 초록

This study analyzes international development cooperation articles using text network analysis, focusing on local ODA participation through the Ulsan International Development Cooperation Center. Since Korea joined the OECD DAC in 2010, the demand for local governments to play a role in ODA has grown. However, 358 out of 445 ODA cases remain concentrated in Seoul, limiting regional participation. This study examines media articles from September 2021 to June 2023 to identify key trends and networks. The findings highlight the evolving role of local governments in development cooperation and emphasize the potential of decentralized cooperation frameworks to enhance local ODA effectiveness. Additionally, the study underscores the importance of tailored and localized programs. To improve development cooperation, long-term policies should be formulated. These findings provide a theoretical foundation for securing effective aid strategies and contribute to policy discussions on enhancing local ODA participation.
