국문 초록

한국과 EU는 양국간 긴밀한 무역 및 투자관계를 유지해 왔지만, 교역구조는 경쟁적이라기 보다는 상당히 보완적으로 나타나고 있다. 양국은 현재 비공산물 분야에서의 관세장벽과, 무역구제조치, 기술적 조화 및 표준화 등 광범위한 비관세장벽을 해소해야 할 상황에 놓여 있다. 이러한 상황을 종합적으로 고려하여 본 논문은 양국이 FTA의 유력한 상대국으로 상대방을 진지하게 검토해 볼 필요가 있음을 주장하고 있다. 한-EU FTA 체결의 경제적 효과를 추정해 보면 양국은 GDP의 증대, 교역 및 투자의 활성화 등 상당한 거시 경제적 효과를 달성하는 것으로 분석된다. FTA 체결시 고려해야 할 사항으로는 가공 농산물, 섬유, 자동차, 화장품, 비관세장벽 분야로서 이 분야에서 원만한 합의가 이뤄진다면 양국간 FTA의 효과는 상당히 클 것으로 평가된다.

영문 초록

The Korea-EU economic relations including trade and investment issues are evaluated to be substantially developed over the years, and their industrial structures are revealed to be quite complementary rather than competitive. The two partners are in a situation to resolve not a few trade dispute issues including lifting tariff barriers in some areas of non-industrial goods, resolving anti-dumping issues, and introducing technical harmonization and standardization, etc. This paper argues Korea and the EU need to take a step in seriously examining feasibility studies for FTA, considering substantial economic benefits expected after the establishment of the bilateral FTA relations. An analysis on the economic impact of a Korea-EU FTA on the Korean economy shows that the Korea-EU FTA would lead to substantial economic benefits to the Korean economy including big increase in GDP, bilateral trade volumes and investment performances. In the course of FTA negotiations with the EU, the issues of manufactured agricultural goods, textiles, shipbuilding, automobiles, non-trade barriers would be emerged, and a general agreement on the issues would result in a win-win FTA for the two partners.
