국문 초록

김대중 정부의 “햇볕정책", 그리고 현 정부의 ”평화번영정책“은 남북한의 경제교류․협력이 한반도 더 나아가 동북아에 평화와 번영을 가져올 수 있다는 주장에서 출발하고 있다. 그러나 이들 정책은 남북한의 경제교류․협력이 정치적 진행에 영향을 주는지, 아니면 남북한 간의 정치적관계가 경제교류․협력에 영향을 주는지에 관한 분명한 이해를 전제로 하여야 한다. 따라서 본 연구에서는 남북한의 경제교류․협력과 분쟁간의 인과성을 분석하였다. 분석결과, 남북한의 총교역과 분쟁 간에는 인과성이 없는 것으로 나타났다. 그러나 세분화된 상품별 분석에서는, 화학공업품, 섬유류, 그리고 전기전자제품의 교역이 분쟁에 영향을 주는 것으로 나타났다. 마찬가지로, 남북한의 분쟁이 화학공업품, 섬유류, 그리고 전기전자제품의 교역에 영향을 주는 것으로 나타났다. 이러한 결과들은 교역과 분쟁의 인과성이 상호의존적인 것을 보여주고 있다. 또한 화학공업품, 섬유류, 그리고 전기전자제품과 분쟁 간의 상호의존적 인과성 존재는 이들 제품의 교역과 남북한 간 분쟁이 서로 의존되어 있음을 나타낸다. 따라서 이들 제품의 교역은 남북한 간의 긴장완화, 그리고 더 나아가 한반도의 평화정착을 위한 지렛대로 활용할 수 있을 것이다.

영문 초록

"Sunshine policy" in Kim Dae-Jung administration and "the Policy for Peace and Prosperity" in No Moo Hyun administration base on the argument that fostering economic trade and cooperations between South and North Korea will promote both peace and prosperity in Korean peninsular and further Northeast Asia. But the policies require that we should gain a clearer understanding of exactly whether the economic trade and cooperations between South and North Korea affect the tenor of politics, or politics affect economic trade and cooperations. Therefore, I investigate the causality between disaggregated trade and conflict/cooperation within two Koreas. The results of investigation show that total trade and conflict do not cause each other. But, in disaggregated trade, the causality from trade to conflict is pronounced in chemical industry, textile, electric and electronic products. Also, the causality from conflict to trade is more frequent in chemical industry, textile, electric and electronic products. These results show that causality is generally reciprocal. A significant reciprocal causality exists in some goods, indicating that the trade and conflict are generally interdependent within two Koreas. Furthermore, chemical industry, textile, electric and electronic products may be identified as strategic goods which can be used as a leverage for peace in Korea peninsular.
