보건관리자의 협력업체 보건관리에 대한 경험 : 구성주의 근거이론 접근

국문 초록

본 연구는 보건관리자의 협력업체 보건관리 경험을 알아보기 위하여 수행되었다. 연구는 2023년 8월부터 2023년 11월까지 협력업체 보건관리 경험이 있는 보건관리자 12명을 대상으로 하였다. 연구방법은 차마즈(Chamaz 2006)의 구성주의 근거이론을 적용하여 실시하였으며, 이론적 표집방법을 통하여 최종 7개의 이론적 범주를 추출하였다. 보건관리자가 협력업체 보건관리를 하며 경험한 이론적 범주는 ‘강화된 제도속의 관리 불확실성’, ‘협력업체 자율관리 부재 및 관리의 역설’, ‘법적 책임과 권한 불균형’, ‘협력업체 보건관리의 난제들’, ‘업무과중과 잠재적 역할 제약’, ‘현장 기반 실천전략의 활용’, ‘효율 극대화를 위한 기술·정서 통합전략’이었다. 이러한 연구결과를 바탕으로 협력업체 보건관리를 위한 매뉴얼의 확대보급 및 협력업체 규모와 특성을 고려한 보건관리자 배치 기준의 재검토, 협력업체 자율 안전보건관리 체계 마련을 위한 정부의 재정적, 관리적 지원이 필요할 것이다. 또한 대기업 보건관리와 다른 소규모 협력업체의 특성에 대한 이해를 높이고 보건관리자 역량을 강화하기 위한 교육프로그램 개발도 필요할 것이다.

영문 초록

This study was conducted to explore the experiences of occupational health managers in subcontractor health management. The study was conducted from August to November 2023 with 12 occupational health managers. A qualitative research design was applied using Charmaz’s constructing grounded theory, and theoretical sampling was employed to derive categories. The theoretical categories derived from the experiences of occupational health managers in partner company health management were as follows: ‘management uncertainty within reinforced systems’, ‘absence of partner company self-management and the paradox of control’, ‘imbalance between legal responsibility and authority’, ‘challenges in partner company health management’, ‘work overload and potential role constraints’, ‘application of field-based practical strategies’ and ‘integration of technical and emotional strategies to maximize efficiency’. Based on these findings, it will be necessary to review the placement standards of occupational health managers considering the size and characteristics of partner company, and to provide financial and administrative support from the government to establish an autonomous occupational safety and health management system for partner company. In addition, it will be important to develop educational programs to enhance the understanding of the characteristics of small partner company and to strengthen the competencies of occupational health managers.
