국문 초록

본 연구는 재한외국인 장애예술인의 문화시민권 보장을 위한 정책 방향을 모색하기 위해, 교차성 이론과 장애문화 이론을 결합한 분석을 수행하였다. 기존 연구가 ‘다문화’ 또는 ‘장애’라는 단일 축에서 접근해 온 한계를 넘어, 국적과 장애가 교차하며 재생산하는 다층적 불평등 구조를 규명하는 것을 목표로 하였다. 연구 방법으로는 문화시민권의 개념 분석과 문헌·정책 분석을 병행하였다. 연구 결과를 바탕으로 첫째, 국제 기준에 부합하는 문화권 보장 체계 구축, 둘째, 지원 자격 요건의 교차성 반영, 셋째, 정보 접근성과 절차적 정의 강화, 넷째, 정책 심사·평가 과정의 교차성 감수성 제도화, 마지막으로 현장 중심의 지속적 연구와 참여형 정책 설계를 제언하였다. 학문적으로는 시민권 이론과 장애 문화연구의 확장을 통해 학제 간 융합 연구의 필요성을 제기하였으며, 정책적으로는 국적 요건 완화, 교차성 반영 제도 설계, 정보 접근성 강화, 국제 기준 부합 정책 수립 등 구체적 개선 방향을 제시하였다.

영문 초록

This study investigates policy directions to secure the cultural citizenship of foreign disabled artists residing in Korea by integrating intersectionality theory with disability culture theory. Moving beyond previous approaches limited to either “multicultural” or “disability” perspectives, the study reveals multilayered inequalities produced at the intersection of nationality and disability. Methodologically, it employs a conceptual analysis of cultural citizenship and a critical review of literature and policy documents. The findings suggest five key directions: (1) establishing a cultural rights protection system consistent with international standards; (2) incorporating intersectionality into eligibility criteria for support programs; (3) enhancing information accessibility and procedural justice; (4) institutionalizing intersectional sensitivity in policy evaluation; and (5) promoting field-based research and participatory policy design. Academically, the study contributes to expanding citizenship theory and disability culture research, emphasizing interdisciplinary approaches. At the policy level, it calls for easing nationality-based restrictions, redesigning institutions to reflect intersectionality, and implementing inclusive cultural policies aligned with global norms.
