장애아동 전담보육기관의 현황과 교직원들의 현재 정체성 인식 및 미래 지향 방향

국문 초록

본 연구에서는 장애아동 관련 법제 제정에 따라 「장애인 등에 대한 특수교육법」에 명시된 장애유아 의무교육 간주기관으로서, 「장애아동 복지지원법」에 명시된 장애아동 보육지원 서비스 제공기관으로서 새로운 법률적 요건을 충족할 수 있는 장애아보육기관의 현황에 의거한 현재의 정체성과 앞으로의 지향 방향은 어떠해야 하는지를 정립하고자 하였다. 이를 위해서 장애아전담보육기관의 현황을 알아보고, 장애아전담보육기관 교직원들의 장애아동보육에 대한 현재의 정체성 인식은 어떠한지를 알아보고, 미래는 어떠해야 하는지를 규명하고자 하였다. 전국에 있는 장애아전담보육기관 169개 기관의 원장, 특수교사 및 보육교사, 치료사를 대상으로 설문조사를 실시한 결과 첫째, 장애아동전담보육기관의 현황은 약 70% 이상이 이미 법률적인 의무교육 인정 기관 요건을 갖추고 있으며「장애아동 복지지원법」상에서 규정하는 장애아동 보육지원 제공기관으로의 역할에 비교적 양호한 요건을 갖추고 있는 것으로 나타났다. 둘째, 장애아전담보육기관의 정체성 인식에서 교직원들은 자신들이 소속된 기관의 정체성을 ‘장애아동 특수교육기관’, ‘장애아전담보육기관’ 또는 ‘장애아동 교육, 치료, 보육기관’, ‘통합보육기관’ 등으로 가장 많이 인식하고 있었다. 셋째, 미래의 장애아동 보육기관은 장애아동을 중심으로 하는 보다 전문화된 특수교육기관으로서 교직원 배치와 기타 장애유아 의무교육 및 장애아동 보육관련 법적 요건을 충분히 만족시키는 전문 장애아동보육기관과 통합된 일반보육기관으로의 전환이 서로 개방되어 있는 보육체계가 필요하다는 인식을 가진 것으로 나타났다. 이러한 결과를 바탕으로, 이를 구체화할 수 있는 실행 방안들이 논의되었다.

영문 초록

For the compulsory education for 3-5 year old children with special needs should be implemented by「Special Education Act for Individuals with and without Disabilities (2007)」and the child care and education service for children with special needs and its delivery system was newly specified in「Welfare Support Act for Children with Disabilities(2011)」, the specialized child care and education center was situated at turning point for the change to fit into these laws. This study is intended to know the present conditions of specialized child care and education center, to investigate the present identity of 4 personnel groups(directors, special education teachers, therapists, child care and education teachers) on center and the future direction of the center. The 4 personnel groups in 169 specialized child care and education centers were participated. The results were as followed. First, 70 percentage of specialized child care and education centers were turned out to be suitable to the compulsory education, and the child care and education service for children with special needs. Second, the 4 personnel groups were recognized their center as the special education center for children with special needs, or specialized child care and education center, education-therapy-child care and education center, inclusive child care and education center. Third, they wanted the future directions of the center should be equipped with the more specialized personnels and flexible criteria between the segregated and the inclusive system. According to these results, the further discussions were suggested.
