국문 초록

최근 국제적 차원에서 대두되고 있는 에너지 수급문제가 안보적 위기로 파악되고 이는 이유는 에너지 문제가 단순히 반복적인 주기성의 문제라기보다는 개별적 요소들 간의 복합적인 형태를 띠고 있다. 동북아에 있어 이러한 안보위기가 더욱 두르러지게 나타나고 있는 것이 현실이이며, 평화와 발전을 위한 안보적 전제가 이제 비군사적인 요소로 인해 위협받고 있는 것이다. 즉 탈냉전적 패러다임 속에서도, 안보위기의 중심에는 에너지로 인한 새로운 문제가 자리 잡고 있는 것이다. 더욱이 냉전종식의 확정적 근거를 찾기 어려운 동북아 지역에서의 에너지문제는 이 지역의 국제관계에 있어 새로운 안보이슈로 부각되고 있으며, 지역 내 협력관계의 모색과정 속에 새로운 경쟁 및 갈등관계를 야기하고 있어 더욱 주목 되고 있다. 이는 최근에 나타난 동북아 에너지안보는 지속적인 성장을 구가하고 있는 중국의 경제발전과 무관하지 않다. 본 논문은 최근 중국의 에너지안보와 관련 해 국제사회의 우려와 경계를 받고 있는 중국의 에너지정책을 일종의 “중국 팽창주의(expansionism)”라 상정한다. 이를 위해 국가, 지역 및 국제차원이란 3가지 분석 틀을 이용하여 에너지안보의 문제를 중국의 에너지 외교에서 나타나는 팽창주의를 통해 파악함으로써 동북아 에너지안보와 중국의 대외정책간의 인과관계 및 상관관계에서 나타나는 특징을 분석하려 한다.

영문 초록

With regards to the recent world energy demand and supply issue, most people believe that it is not just simply a periodic cycle issue, but a security crisis arising from the interaction of certain circumstances. Such a security crisis seems more prominent in the Northeast Asia region. The security issue based on the grounds of peace and development is slowly being threatened by non-military causes. Although we have already entered into the post-cold war paradigm era, reality seems otherwise: the energy problem has become the main reason for the security crisis. Especially in the Northeast Asia region where cold war issues still remain, the energy problem has resulted in a new security problem among the countries in this region. Under such circumstances, each country in the region is searching for cooperative means, while at the same time engaging in both competitive and conflicting relations. This situation has caught much attention in the international arena. The reasons behind the recent energy security issue is, to a certain extent, related to the on-going financial development of China. This designation is based on the reasons for China’s energy problems, which have caught the attention and brought about concerns to the international arena. The main reason for China’s energy problem circles around China’s energy strategy in line with it’s energy security policies, that is "Chinese expansionism" policy. In order to analyse this issue, the analysis will be based on 3 levels, namely country level, area level and international level. Based on the analysis on these 3 levels, the "Chinese expansionism", part of China’s foreign policy, will be evaluated. At the same time, the relations as well as the similar characteristics between the Northeast Asia energy security and China’s foreign policies will also be assessed.
