유럽연합의 ACP국가 개발지원정책에 대한 소고(小考)

국문 초록

유럽연합은 1957년 로마조약에 의해 설립된 후 세계 여러 개발도상국과 다양한 협정을 통해 그들 국가의 경제적, 사회적, 문화적 발전을 지원해 왔다. 특히 과거 EU 회원국들이 식민지를 경영했던 경험으로 아프리카, 태평양, 카리브해 (ACP) 국가들과는 EU 설립이전부터 긴밀한 협력관계를 가지고 있었으며, 이들이 독립한 후에도 그들 국가의 발전을 위한 다양한 지원을 계속하고 있다. 그리고 이러한 ACP국에 대한 지원은 EU의 여러 개도국 지원 정책 중 대표적인 대외개발정책으로 손꼽히고 있다. 그러나 시대가 변하고 세계의 정치, 경제적 환경이 변함에 따라 1970년대 이후 EU는 지중해나 아시아, 중.동유럽 국가와의 관계개선에 우선순위를 둠으로써 EU - ACP국가들간의 전통적인 협력관계는 점차 중요성이 낮아지고 있다. 이 논문에서는 EU가 지난 40여년간 이들 ACP국가들의 개발을 위해 지원해 주었던 대외지원정책의 내용과 문제점을 살펴보고, 과거와는 다른 상황에서 미래에 양 그룹의 관계를 지속하기위해 ACP 국가들에 필요한 정책개선방향도 살펴본다.

영문 초록

The EU has a variety of trade relationships with a number of countries in the World. The historical links between the EU and, especially, the ACP countries date back to the birth of the European Treaty of Rome, which led to the establishment of the European Economics Community in 1957. The treaty initiated an "association" between its colonies and Overseas Countries and Territories and included a commitment to promote their mutual economic and social development. When Britain joined the EU in 1973, the scheme was extended to the former British colonies and new agreement concluded was termed Yaoundé Convention. This Convention was effective from 1964 till 1975 and was then replaced by the Lomé Convention in 1975. Since then, Lomé was renewed 4 times until it was finally replaced by the Cotonou Agreement in 2000. Cotonou is expected to be valid up to the end of 2020 and involves some 78 so-called ACP countries, practically including all countries in sub-Saharan Africa and several small countries scattered across the Caribbean and Pacific areas. Hence, the aid scheme for the ACP countries is a key factor in the EU's external development policy and has become the World's largest financial and political framework for North-South cooperation. In this paper, I first examine the economic and political backgrounds at the time of the establishment of early Convention. Then I review how the contents of Conventions have evolved and changed during the past 40 years. I will also discuss their main problems, and suggest the directions of future reforms.
