국문 초록

한국농업은 DDA, FTA 등으로 농산물 시장개방의 강화 및 보조금 지급 축소 등 대외적 환경변화와 대내적으로 농산물 및 식품에 대한 수요의 고급화, 농촌공간의 쾌적성에 대한 수요 증대, 도시와 농가의 소득격차가 확대되는 문제점과 농산물에 대한 수요 변화 및 농가 인구 고령화로 인한 생산 활동의 위축과 농촌의 공동화 현상에 대한 우려가 발생하고 있다. 따라서 정부의 농업관련 정책은 필요한 자원의 배분을 원활하게 하고 농업과 농민이 변화하는 사회적 수요에 적응하는 것을 지원하며 조정과정에서의 소득 불안정을 완화하는 기능을 수행해야 할 것이다. 그리고 농업관련 조세지원정책도 이러한 농정의 기본적 틀의 전환에 비추어서 농업생산관련 가격신호의 왜곡을 최소화함과 동시에 농업생산의 부정적 외부성의 축소 및 긍정적 외부성의 확대에 기여할 수 있어야 할 것이며 또한 개방의 충격에 적응해가는 과정에서 발생하는 소득의 불안정성을 적절히 통제하는 데에 기여할 수 있도록 개편되어야 할 것이다. 그러므로 본 연구에서는 농업분야에 있어 현재 시행되고 있는 조세지원정책 및 개선방안을 제시코자 한다. 결론적으로 농업에 대한 조세지원은 농업의 다기능성, 환경농업으로의 전환을 지원하고 농가소득 확대 및 쾌적한 농촌지역을 건설하는 방향으로 운영되어야 하며 또한 이러한 지원정책은 실제 지원대상자가 이를 정확히 인식하고 충분히 활용될 수 있도록 지속적으로 홍보지도 하여야 할 것이다.

영문 초록

In Korea agricultural industry, international environment has changed as our market opened further for agricultural products due to DDA or FTA and subsidy payment reduced. Domestically, the demand for agricultural products and foods became high grade, the demand for pleasantness of rural space increased, the income difference between urban areas and rural areas expanded, the demand for agricultural products changed. And, as the farm population became senile, there is a concern for the shrinkage of production activities and becoming hollow of farm villages. Accordingly, the agricultural-related policies by the government should carry out the function of smooth distribution of necessary resources, and supporting agricultural industry and farmers adapt to process of coordination. And agricultural-related tax break policy, in the light of the basic frame change of agricultural administration. should be able to contribute to the minimization of price signal distortion, and to abridge the negative externality and expand the positive externality. And the policy should be reorganized to contribute to the adequate control of income instability in the process of adapting to the impact of opening. Therefor, in this research, the present tax break policy in the agricultural field and the improvement plan were meant to be suggested. In conclusion, the tax break for agricultural industry should be managed in the direction of supporting its switching-over to multi-function environmental agricultural, increasing the income of farm household, and constructing pleasant farm area. And the support policy like this should be publicized continually so that the actually supported may recognize clearly and make full use of it.
