북한의 하이브리드 위협과 한국군 억제 전략에 대한 이론적 논의 : 오물·쓰레기 풍선 살포 사례를 중심으로

국문 초록

북한의 새로운 시위방식인 오물·쓰레기 풍선 살포와 관련해 한국군은 당시 어떠한 억제 전략을 선택했고, 최종 판단을 내리는 과정에서 고려 가능한 옵션은 무엇이었을까? 이 글은 이를 학술적으로 설명할 수 있는 이론과 뒷받침할 수 있는 근거가 필요하다는 문제의식과 함께 한미 양국 군이 최근 참고한 논문으로 Monaghan(2022)의 “하이브리드 위협 억제 방안”이라는 이론을 소개하고 북한의 오물·쓰레기 풍선 살포 행위를 ‘하이브리드 위협’으로 규정한다. 다음으로, 하이브리드의 위협 발생 단계가 ‘도발 3단계’로 진입했으며, 그 강도가 ‘고강도’로 누적 접근하고 있음을 확인하였다. 이에 따라 한국군이 이론적으로 선택할 수 있는 억제 전략은 응징적 억제, 절대적 억제, 맞춤형 억제, 확장 억제(요청)로 추릴 수 있으나, 실제로는 위협 강도에 따라 개별 대응하는 ‘맞춤형 억제 전략’ 그리고 동맹국인 미국에 ‘확장 억제를 요청’하는 전략을 선택했음을 알 수 있다. 아울러, 중국 정찰풍선·추정체에 대한 미국의 고고도 격추 대응 사례를 함께 살펴봄으로써 일각에서 주장하는 ‘원점 타격’ 방식이 어려운 근거를 찾게 된다. 마지막으로, 한국군이 선택한 맞춤형 억제 전략의 시행을 극대화하고 향후 북한의 다양한 하이브리드 위협에 대한 대비와 대응 조치의 적절성 및 신뢰성을 입증하기 위해서는 실효성 있는 대안이 추가로 필요하다고 주장한다. 구체적으로는, 위협 강도의 한계선을 결정지을 ‘정성적 기준’과 위협 행위자의 ‘고의성을 입증하는 방법’의 마련, 종합대책을 세울 주체로서 ‘컨트롤타워’의 필요성, 외교부·통일부·법무부 등 각 정부 부처의 개별 특성에 맞는 다각적 노력을 강조한다.

영문 초록

What strategy did the ROK military choose in responding against the spray of North Korea's garbage balloons, a different form of demonstration, and what possible options were considered in the process of final decision? This article develops the following arguments to analyze whether military actions have been properly taken, along with the awareness that the grounded theories are needed to examine them academically. First, we introduce the theory and analysis framework of Monaghan(2022)'s “Deterring hybrid threats: Towards a fifth wave of deterrence theory and practice” and define it as a “hybrid threat”. Next, we confirmed that the threat of the hybrid has already entered ‘Coercion’, and ‘high intensity’. As a result, the ROK military has chosen a strategy of ‘tailored deterrence’ by routinizing loudspeaker broadcasts toward the North and exposing the readiness of the ROK-US alliance, and a strategy of ‘requesting extended deterrence’ from its ally, U.S. We also find out an evidence confirming that the “striking at the origin’, as argued by some, is much difficult, by looking into the case of U.S. high-altitude shoot-down of Chinese reconnaissance balloons. Lastly, we argue that additional viable alternatives are needed to maximize the effect of the tailored deterrence strategy by the ROK military, broaden its options, and to prove the adequacy and reliability of preparedness and actions against various hybrid threats from North Korea in the future.
