국문 초록

국제사회에서 중국의 부상 보여준 성과는 다방면에서 나타나고 있다. 그 중에서 국제사회의 관심과 우려를 사는 것이 에너지 문제이며 이와 관련된 중국의 대외적 행보이다. 이런 현실이 많은 이들의 주목을 받고 있는 것 역시도 부인할 수 없는 현실이다. 이러한 현상은 국제 원자재의 중국 집중현상과 새로운 차원의 위협(에너지 위협론)으로 나타나고 있다. 본문은 석유를 중심으로 한 에너지 문제에 관심을 가지고 분석을 진행하고 있다. 그러나 중국에 의해 촉발되고 있는 이러한 위협을 연구함에 무엇보다도 먼저 분명히해야 할 점은 에너지정책과 에너지안보정책과의 개념문제를 들 수 있다. 양자 간에는 상당한 차이가 있음에도 불구하고 적잖은 연구물들은 이를 동일시하는 경향이 있다. 에너지안보정책은 에너지의 효과적인 수급과 에너지를 둘러싼 국제적 메커니즘을 보다 안정적으로 운영하는 것이며, 이를 실현하기 위해 안보차원에서의 목표와 전략 그리고 정책을 수립하여 운영, 관리하고 있는 것이다. 따라서 에너지안보정책은 예방적인 성격을 가지며 이런 이유로 전략적인 고려가 선행되는 것이다. 최근 날로 증가하고 있는 중국의 에너지 수요와 이를 통해 제기되고 있는 “중국 에너지위협론”은 에너지안보문제의 중요성을 더욱 부각시키고 있다. 본문은 중국의 에너지문제를 고찰함으로서 중국의 에너지안보정책이 가지는 목표와 전략 및 에너지안보이익을 분석, 평가하려 한다.

영문 초록

The rise of China is shown by the many achievements she has made in the international arena, within which China’s attitude towards energy issues has attracted the attention of many. This has led to a recent concentration of international raw materials on China, termed as “China shock”. In researching into this issue, it should be clarified that there is a great difference in the definitions of energy policy and energy security policy. The definition of energy security policy can be summarized as follows: ensure supply of energy, realize efficient supply of energy as well as the stability of its energy organization. In order to attain the final goals of the energy security policy, countries adopted various policy methods. Thus, the energy security policy cannot be detached from its defense characteristics, and, at the same time, possesses strategic considerations. Recently, China’s increasing demand for energy has brought about the “Theory of China’s Energy Threat”, proving the importance of the energy issue. After discussing on the energy security situation ignited by China, this dissertation will analyse and comment on China’s energy security policy. This not only serves as a realistic implication towards the research of China’s energy security policy, it also brings certain values to responding towards of China’s energy security policy.
