국문 초록

유럽연합(EU)의 고령자 고용정책은 공동기반을 유지하면서 회원국의 다양한 특수성을 접목시키고 있다. 프랑스의 고령자 고용정책은 고용 경로를 중심으로 한 일반적인 정책 범주 내에서 지원책을 강화하고 있다. 영국은 정부 개입을 최소화하면서 고용 인프라 강화를 통한 고용가능성 향상과 사용자의 인식 전환에 주력하고 있다. 핀란드는 노동능력과 고용가능성 향상을 동시에 추구하면서 고령자 노동력에 대한 사회적 인식을 변화시키는 종합적인 대책을 적극적으로 시행하고 있다. 장단기적 고령층 고용정책의 방향은 고령자 노동력의 생산성 수준과 사회적 인식도에 따라 상이한 정책 판단에 근거하여야 한다. 본고의 목적은 EU 가운데 특징적인 프랑스, 영국 및 핀란드 고령자 고용정책을 분석함으로써 한국에 대한 정책적 시사점과 대안 마련을 위한 논지를 제시하려는 것이다.

영문 초록

The common employment policy of European Union for the aged workers is basically articulated to the members' domestic policies. France, UK and Finland put in practice specific measures to promote the aged employment with different employment rate change, but they achieve same performances of successively increasing employment rate change. The aged employment policies of France tend to reinforce the supportive measures referred to the employment path in the general frameworks. Those of UK, based on the principle of minimizing government intervention, are concentrated to improve the employability by reinforcing the employment infrastructure and to change socially the employer's understanding. Finland promotes very actively an overall policies in the long terms, to improve the workability and employability and at the same time the social understandings for the aged employment. We have to determine the aged employment policies in the short/long terms, according to the typological consideration of labour productivity level and social understanding level for the aged workers. This paper aims to bring a typological point up for policy making, in analysing the aged employment policies of France, UK and Finland.
