국문 초록

본 연구는 최초로 한국정부가 추진했던 FTA의 정책결정과정내의 주요행위자들이 누구인지를 밝혀보고 더불어 그 중요행위자들의 역할들을 살펴본다. 이 연구의 목적을 달성하기 위해서 "한국/칠레 FTA"를 사례연구로 택한다. 결론적으로, Political Process framework이 한국의 FTA 결정과정을 분석하는 틀로써 매우 설득력이 있는 것으로 고찰되었고, 이는 기존의 지배적 분석의 틀인 국제적 & 국내적 International and Domestic Approaches 분석방법과는 상이한 결론이다. 물론, 본 연구가 상호의존이 심화되고 있는 국제 경제적 관점을 부정하자는 것이 아니다. 한국이 국제 정치경제적 환경의 변화(다자주의와 지역주의 및 FTA 전략-Two-Track Strategy)를 무시할 수 없고, 결국 FTA 전략에 동승(Bandwagon)할 수밖에 없었다는 점 부인하기 어렵다. 다만, 한국의 FTA의 경우 국가간의 FTA 협상의 어려움보다, 국내적 협상이 더욱 어렵다는 점(다양한 행위자들이 참여하기 때문에) 그리고 한국의FTA 정책과 전략의 성공은 결국 국내적 협상에 달려있다는 점이다.

영문 초록

This paper examines Korea's FTA policy processes especially focusing on domestic dimension. The theoretical approach to studying Korea's FTA spectrum is domestic approach which is composed of state-centred and society-centred approaches. Although the societal and state arguments on foreign economic policy making provide some insight into a nation's policy making processes in general, they are too broad to precisely examine individual cases such as the Korean FTA policy situation. For this reason, this paper analyses Korean FTA policy formulation using the political process framework. This framework is shown to provide a more complete picture of who the participants are, and how these participants influence the policy making process. The policy making process is divided into three stages: agenda setting, policy adoption and implementation. The result of this analysis shows that the Korean FTA policy making process is multifaceted and cannot be sufficiently portrayed using traditional one-dimensional approaches such as the Presidential or bureaucratic models.
