국문 초록

동북아지역의 핵심국들인 한국, 일본, 중국은 지난 50여년간 시기별로 상이하기는 하나 유례없는 고도성장을 하면서 NAFTA, EU와 더불어 당당히 세계경제의 3대축으로 부상하고 있다. 일본은 1980년대 이후 세계 2위의 경제대국으로서 확고한 위치를 차지하고 있으며 한국은 세계 12위의 경제대국이자 무역대국이고 1990년대 이후 비약적인 경제성장을 시현하고 있는 중국은 세계 5위의 경제대국이 되었다. 이처럼 동북아 지역은 경제규모뿐만 아니라 역내교역과 투자가 지속적으로 확대되고 있어 금융수요도 급속히 증가하고 있다. 그러나 아직 이러한 금융수요를 감당할 역내금융중심지가 구축되고 있지 않는 실정이다. 따라서 동북아지역의 역동적인 경제활동을 효율적으로 뒷받침하기 위한 금융중심지의 구축이 그 어느 때보다 긴요한 시점이라고 할 수 있다. 한국은 지리적 여건, 금융시스템, IT등 사회인프라 등에 있어서 일본 및 중국보다 유리한 장점을 보유하고 있어서 상대적으로 동북아 금융중심지가 되기 위한 유리한 조건을 가지고 있다고 평가할 수 있다. 그러나 국내외 경제분석기관이 국제금융전문가들을 대상으로 실시한 설문조사에 따르면 동아시아의 역내 경쟁국에 비해 여러 부문에서 뒤떨어지는 것으로 나타났다. 이들의 지적을 참고로 하여 우리가 열세에 있는 부문을 지속적으로 개선해 나갈 때 금융중심지로서의 입지가 강화된다. 금융허브를 달성하기 위한 핵심전략으로 제도개선 및 금융산업 인프라 구축, 금융관련 경영ㆍ생활환경의 개선, 개방적 사고로의 전환을 지적할 수 있다.

영문 초록

This paper investigates the development strategy for financial hub in Northeast Asia. Recently, the demand for investment fund in Northeast Asia is greatly increasing due to the rapid economic growth in this region. However, regional financial hub is not established to cope with the financial need of this region yet. Therefore, the establishment of financial hub is needed to support effectively the dynamic economic activities in Northeast Asia more than ever. As compared with China and Japan, Korea has the relative advantage in terms of geographical location, financial system and IT and social infrastructure. However, the advantage of hardware infrastructure does not automatically guarantee financial hub. Foreign investors want transparency, predictability and procedural appropriateness of financial sector. To develop financial industry requires effective effors over a long period. Korea’s objective of replacing Hong Kong or Singapore may likely end up as such unless it rectified three weak points - regulation, language and financial expert manpower. The core stratehy to achieve financial hub is as follows : institutional advancement and establishment of infrastructure in financial industry, enhancement of business environment and transition toward open thinking.
