국문 초록

본 연구는 일본의 국가혁신전략과 바이오 산업정책을 평가해 보았다. 2000년 들어 포스트 지놈 시대의 바이오기술을 확보하고자, 바이오벤처 기업 및 산업 창출 전략을 실행하고 있는 일본의 상황을 이해하고자 시도된 연구이다. 연구결과, 기존의 바이오 관련 대기업 및 미약한 시장규모로서는 세계적인 산업경쟁에서 뒤쳐질 수 있다는 점에서 바이오기술 분야에 역량을 쌓아 온 대학을 기반으로 하는 일명, 대학발 벤처를 통한 지역혁신 및 국가혁신을 기대하고 있는 것이 일본의 상황으로 파악되었다. 이것은 총리를 비롯한 정부관료들이 新국가발전전략에 공감하고 2002년 바이오기술 전략대강의 근거 하에서 추진하는 국가혁신전략으로 이해되고 있다.

영문 초록

Since current Japan's Biotech Industry for National Innovation Strategy carried out a drastic reform in the 2000's, it has been revised several times, mainly for the purpose of modern bio-tech commercialization. Recently the Japanese government stresses the importance of 'social-industry dimension relationships in order to create new business. The Japanese Biotech industry has benefited from deregulation and other developments that are encouraging the formation of its ecological system. Particular note are the spread of university-based venture businesses. The full-scale startup of venture businesses by university has been one of the factors behind the revival of Japan’s bio-tech industry. The findings of this study also point out the need for further research on the regional innovation cluster for national and regional innovation as a whole.
