국문 초록

본 연구는 프론티어생산함수 접근법을 이용하여 체제전환 국가의 체제전환 후 10년(1992~2001)간의 농업부문 생산성, 특히 생산성변화의 동태성에 초점을 두고 분석한다. 본 연구의 주요 연구 결과는 다음과 같다. 1) 분석기간 동안 체제전환국들 중 CEE국가들은 농업부분의 효율성 향상을 이룬 반면 CIS 국가들은 농업부문에서 효율성이 개선되지 못하였다. 2) 체제전환 후 10년간의 농업부문 생산성 변화는 주로 기술진보에 이루어 졌다. 3) CEE 국가와 CIS 국가들에서 모두 후반기 5년 동안에는 농업부문의 생산효율성이 후퇴하였다. 4) CEE 국가의 경우 농업개혁은 생산성에 정의 효과를 가져왔다. 5) 체제전환과정 이후 생산성 진보를 이루기 위해서는 일정 수준이상의 농업개혁이 선행되어야 한다.

영문 초록

Relying on a frontier production approach, we investigated the performance of agricultural sector in transition countries during the post‐transition period of 1992‐2001 and its changes over time, especially focusing on the dynamics of productivity changes. We found that; (i) CEE countries have improved their performance during the study period whereas CIS have not; (ii) productivity changes in the last decade was mainly attributable to the technical progress; (iii) overall performance was decelerated for the second 5 year sub‐period (1997‐2001) in both regions; (iv) agricultural reform has positive effects on the productivity especially in CEE countries; (v) there might be a threshold level of agricultural reform enough to make productivity improvement after taking transition process.
