국문 초록

이 논문은 국가들이 어떤 요인에 의하여 차별적 무역협정을 맺는 상대방을 선택하고 그것이 무역의 흐름에 어떤 영향을 미치는 지를 분석하고자 하였다. 연구결과는 경제적요인과 정치적 요인 모두 지역주의를 설명하고 있다. 본 연구는 양국가가 이미 상당한 수준의 양국간 무역을 하고 있다면 차별적 무역협정을 체결하는 경향이 있음을 보여 준다. 또한 이 논문은 지역협정을 내생적인 것으로 보고 차별적 무역협정이 무역의 흐름에 미치는 효과를 측정한다. 결과는 자유무역협정을 체결하는 데 정치적 고려가 중요함을 보여주고 있다. 거리가 자유무역협정에 미치는 효과는 통상 경제적 요인이라고 해석된다. 이 연구의 결과는 교역상대방을 선택하도록 조정함으로써 지역협정이 양국간 무역 흐름에 미치는 효과를 유의하게 감소시키는 것으로 나타났다. 실증결과는 자유무역협정에서 가장 중요한 결정요소인 지리적인 거리가 통상 경제적 요인으로 설명되지만 동시에 정치적 요인으로 설명될 수도 있음을 보여주고 있으며, 통상의 논문들과 차별화되는 점이라 하겠다.

영문 초록

This paper examines countries’choices of partners for preferential trade agreements (PTAs) and finds support for both economic and political explanations of regionalism. The empirical tests provide the first assessment of the natural trading partner hypothesis, which states that countries tend to form preferential agreements if they already have significant levels of bilateral trade. The paper also provides the first measure of the effects of PTAs on trade flows while treating regional agreements as endogenous. The results in this paper indicate that political considerations are important in shaping free trade agreements. The effect of distance on the likelihood of free trade agreements is often interpreted as an economic factor. The evidence of this research shows that controlling for countries’ choices of preferential trading partners reduces significantly the estimated effect of regional agreements on bilateral trade flows. This results suggest that the most important determinant of free trade agreements, geographic distance, is a political rather than an economic factor affecting the formation of PTAs.
