생명정치(biopolitics) 관점에서 본 북한의 코로나19 방역 담론

국문 초록

본 연구는 코로나19 비상 방역 시기 북한의 보건의료 담론을 푸코의 생명정치 이론에 입각하여 분석하는 것을 목적으로 한다. 이를 위해 코로나19 시기 로동신문에 보도된 보건의료 기사 6,920건을 대상으로 텍스트마이닝 기법을 적용하였으며, 명사 빈도 분석, 의미 연결망 분석, 토픽 모델링 분석을 수행하였다. 분석 결과, 첫째, 국외 감염병 동향을 상세하게 보도하는 담론은 북한 당국이 생명권력을 정당화하고 실행하는 데 핵심적인 기반으로 작용함을 확인할 수 있었다. 둘째, 방역사업의 철저한 수행을 강조하는 담론은 규율 권력의 작동을 보여준다. 셋째, 모든 담론에서 당과 수령이 중심적으로 부각되며, 인구 집단 수준에서 생명을 통치하고자 하는 의도를 확인할 수 있다. 넷째, 치료·미담 중심의 담론은 사목권력의 작동을 드러낸다. 이러한 분석을 바탕으로 북한이 국제사회의 백신 지원을 거부한 것은 인민들의 생명에 대한 독점적 통치 권력을 유지하기 위한 의도적인 선택으로 해석할 수 있다. 나아가, 최근 북한이 추진하고 있는 지방병원 건설 사업도 생명정치적 통치 전략의 연장선에서 주목할 필요가 있다. 이처럼 본 연구는 코로나19 시기 북한의 보건의료가 생명정치의 핵심 도구로 기능하고 있음을 밝힘으로써, 북한 체제의 통치 메커니즘에 대한 이해를 심화하였다는 데에 의의가 있다.

영문 초록

This study aims to analyze North Korea’s public health discourse during the COVID-19 period through the lens of Michel Foucault’s theory of biopolitics. To this end, the study applied text mining to a dataset of 6,920 health-related articles published in Rodong Sinmun during the pandemic. The analysis yielded the following findings: First, the frequent and detailed reporting on global infectious disease trends served as a key foundation for the North Korean authorities to legitimize and exercise biopower. Second, discourses emphasizing the strict implementation of quarantine measures reveal the operation of disciplinary power. Third, the consistent emphasis on the Party and the Supreme Leader across all discourses indicates a mode of governance aimed at biopolitical control over the population. Fourth, narratives centered on medical treatment and moral exemplars illustrate the workings of pastoral power. Based on these findings, the study interprets North Korea’s rejection of international vaccine assistance as a deliberate political choice to maintain exclusive sovereign control over the lives of its people. By revealing how public health functioned as a core instrument of biopolitical control during the COVID-19 period, this study contributes to a deeper understanding of the North Korean regime’s mechanisms of rule.
