국문 초록

본 연구는 항공기내 보안요원 제도의 문제점을 분석하고, 항공기내 안전성 강화를 위한 법제적 개선방안과 전문성 향상 방안을 제시하는 데 목적이 있다. 한편 항공기내 보안요원은 항공기 내 불법행위를 방지하는 역할을 수행하며, 관련 법규와 규정에 따라 운영되고 있다. 하지만 현재의 운영 실태는 신입 보안 요원의 숙련도 부족과 교육 및 훈련의 미흡, 사법경찰관리로서의 직무와 권한이 제한적이며, 행정규칙의 법적 실효성이 부족할 뿐만 아니라, 높은 이직률과 인력 부족이 항공 보안의 취약점으로 여러가지 문제점이 도출되고 있다. 따라서 본 연구는 항공기내 보안요원 제도의 문제점을 분석하고, 이를 해결하기 위하여 항공보안법 개정을 통한 보안요원의 권한과 책임을 명확히 규정하고, 처벌 규정을 강화하는 등의 다양한 개선방안을 제시하고자 한다. 이러한 방안들이 실현되면 항공기내 안전성을 크게 향상시킬 수 있다. 특히, 법적 권한의 명확화와 교육 및 훈련의 강화는 보안요원의 전문성을 높이고, 항공기내 안전을 보장하는 데 중요한 역할을 할 것이다. 또한, 승객 대상의 안내와 예방 활동을 통해 기내 불법행위의 발생을 억제하고, 안전한 항공 여행 환경을 조성할 수 있을 것이다.

영문 초록

This study aims to analyze the problems of the in-flight security officer system and to propose legislative improvements and measures to enhance professionalism in order to strengthen in-flight safety. In-flight security officers are responsible for preventing unlawful acts on aircraft and are operated in accordance with relevant laws and regulations. However, the current operation reveals several issues, such as the lack of proficiency among new security officers, insufficient education and training, limited duties and authority as judicial police officers, lack of legal effectiveness of administrative rules, high turnover rates, and staff shortages, all of which contribute to vulnerabilities in aviation security. Therefore, this study analyzes the problems of the in-flight security officer system and seeks to present various improvement measures, such as clearly defining the authority and responsibilities of security officers through amendments to the Aviation Security Act and strengthening penalty provisions. If these measures are implemented, in-flight safety can be greatly enhanced. In particular, clarifying legal authority and strengthening education and training will play a crucial role in improving the professionalism of security officers and ensuring in-flight safety. Furthermore, providing guidance and preventive activities for passengers can help suppress unlawful acts on board and create a safe air travel environment.
