노인일자리사업 참여 노인의 노동권 보장인식 영향요인

국문 초록

본 연구는 노인일자리사업 참여 노인의 관점에서 노동권 요소(안전과 보건, 직업선택의 자유, 고용증진과 적정임금, 교육권)가 노동권 보장인식에 미치는 영향을 확인하고, 노인의 노동권 강화를 위한 대안을 모색하는 데 목적이 있다. 이를 위해 노인일자리사업 ‘일자리 유형’의 참여 노인 339명의 응답 자료를 SPSS 28.0을 이용하여 다중회귀분석을 실시하였다. 연구의 결과는 다음과 같다. 첫째, 참여 노인의 노동권 보장인식은 비교적 높은 수준으로 나타났다. 둘째, 개별적 권리인 ‘안전과 보건’은 참여 노인의 노동권 보장인식에 영향을 미치는 것으로 나타났다. 셋째, 사회권적 권리인 ‘고용증진과 적정임금’, ‘교육권’은 참여자의 노동권 보장인식에 영향을 미치는 것으로 확인되었다. 특히, 교육권은 실질적으로 노동권 보장인식에 기여하고 있는 가장 큰 핵심 요소로 나타났다. 넷째, 통제변수인 ‘인권교육 여부’는 참여 노인의 노동권 보장인식에 영향을 미치는 것으로 나타났다. 이러한 결과를 바탕으로 참여 노인의 노동권 실현을 위한 사회적 노력과 노인의 권리에 대한 인식 제고, 노동권 보호 관리체계 구축, 노동권 교육 체계 마련에 관한 실천적, 정책적 함의를 제시하였다.

영문 초록

The purpose of this study is to examine the influence of labor rights elements(safety and health, freedom of occupational choice, employment promotion and fair wages, right to education) on the perception of labor rights guarantee from the perspective of elderly people participating in senior job programs, and to seek alternatives for strengthening the labor rights of elderly people. To this end, multiple regression analysis was conducted using SPSS 28.0 on the response data of 339 elderly people who participated in the ‘Job Type’ of the Elderly Job Creation Project. The results of the study are as follows. First, the elderly people who participated had a relatively high level of awareness of labor rights. Second, the individual right ‘safety and health’ was found to have an effect on the elderly people who participated in the project. Third, the social rights of ‘employment promotion and fair wages’ and ‘education rights’ were confirmed to have an effect on the participants’ perception of labor rights guarantee. In particular, the right to education was found to be the most important core factor that actually contributed to the perception of labor rights guarantee. Fourth, the control variable ‘whether or not human rights education’ was found to have an effect on the elderly participants’ perception of labor rights guarantee.Based on these results, practical and policy implications were presented regarding social efforts to realize the labor rights of the participating elderly, raising awareness of the rights of the elderly, establishing a labor rights protection management system, and establishing a labor rights education system.
