국문 초록

본 논문은 동북아를 중심으로 해 일고 있는 사회간접자본의 확충, 특히 대륙횡단철도의 연결과 가스 및 석유 파이프라인의 연결이 시급하나 북한이 이를 막고 있으므로 북한의 개혁개방이 시급하다는 것이다.현재 북한의 상황은 아직도 ‘우리식 사회주의’를 내세우면서 기본적으로 개혁개방에 대한 거부의 입장에 있으며 부분적, 지역적으로만 개혁개방에 대한 실험을 해오고 있다. 북한이 경제적으로 활성화되고 세계적으로 개방화된다는 것은 북한에 대해 많은 경제적 지원을 하고 있는 남한, 중국에도 큰 도움이 될 것이다. 군사적으로 남한-북한-중국의 협력은 동북아평화협력체로 가는 초석이 될 것이며 북한을 통한 무역로의 개방은 북한에게 경제적 이득을 주는 동시에 일본-남한-북한-중국-러시아의 관문을 열어줘 동북아경제발전에도 크게 기여할 것이라 본다. 현재 남한, 중국은 북한에 대해 많은 물적 지원을 하고 있는 국가이며 따라서 북한의 변화에 큰 영향력을 미칠 수 있는 국가이기도 하다. 북한체제의 개혁개방은 북한체제의 생존에도 필요하며 남한, 중국의 경제적 부담을 줄일 수 있는 방법이기에 이에 대한 남한, 중국의 적극적 역할이 필요하다.

영문 초록

This paper is mainly concerned with the discussion that North Korea is in urgent need of opening its door to the outer world, due to the fact that it impedes an urgent expansion of social overhead capital, which is receiving a great deal of attention in the North East Asia, especially for the building of a transcontinental railroad and the connection of gas and petroleum pipe lines. North Korea is in pursuit of "a socialist country on their own", and thus it is terribly allergic to reform and opening. What North Korea is attempting to do right now is that it only allows a partial and regional reform and opening. If North Korea is economically active and open world-wide, it will be helpful to South Korea and China, which are North Korea's main economic supporters. In military aspects, the cooperation between both Koreas and China lays a foundation of building a peaceful and cooperative relationship. The opening of "trade route" via North Korea will surely bring an economic prosperity to North Korea, and at the same time, this also will contribute to the economic growth in the North East Asian countries through the opening of the door to Japan, South Korea, North Korea, China and Russia. Since South Korea and China give North Korea a lot of material aids, they both might exercise great influence on it. The reform and opening of North Korea's political and social systems is not merely a must for the survival of North Korea, but a way to reduce South Korea's and China's economic burden. For this reason, South Korea and China should play an active role in getting North Korea reformed and opened.
