국문 초록

본 논문의 연구 과제는 우루과이 라운드 이후의 일본 농업정책의 특징과 농업정책 변화를 가져온 요인을 밝히는 것이다. 특히 많은 기존 연구에서 농산물 수입자유화라는 해외 요인으로 인해서 일본의 농업정책이 변할 수밖에 없었다는 논리를 강조하고 있는 데 대해서, 과연 그러한 논리는 현재까지도 유효한가에 대해서 살펴보는 것도 본 논문의 중요 과제라고 할 수 있다.1960년대 이후 식량자급률의 하락과 농업인구의 감소가 지속되면서 일본 농업구조는 급속하게 약화되어 갔다. 특히 우루과이 라운드 합의에 따라 쌀 시장이 개방된 1995년 이후가 되면 ‘농업의 위기’라는 말이 나올 정도로 농업을 둘러싼 상황은 악화되어 갔다. 이러한 상황하에서 일본정부도 쌀 유통에 있어서 정부 관리를 대폭 축소시키면서 농업 전반에 걸친 시장원리의 도입을 적극적으로 추진하게 되었다.이러한 농업정책의 변화를 가져온 일차적인 요인은 해외로부터의 시장개방 압력의 강화에 있었다는 점은 틀림없다. 하지만 최근에는 이러한 압력은 국내의 반대 여론을 무마하기 위한 수단으로 이용되고 있으며, 농업정책 개혁의 실제 동력은 국내로부터 나오기 시작했다는 점을 인식할 필요가 있다.

영문 초록

This paper aims to illuminate the feature of the Japanese agricultural policy after the Uruguay Round and investigate factors leading to modifications in the policy. Many existing studies argued that the policy should be adjusted to a foreign environmental change like import liberalization of agricultural products. This paper aims to examine whether this explanation is still effective. The agricultural structure in Japan was deteriorated due to the decline in self-sufficiency in provision of food and fall in the agricultural population since the 1960s. In particular, the situation was worsened and thus was termed as a "crisis of agriculture" after 1995 when the domestic market of rice was opened after the agreement in Uruguay Round. The Japanese government drastically cut its intervention in distribution of rice and introduced a market mechanism in the agriculture. One major factor leading to such change in the agricultural policy must have been a pressure for opening domestic markets from foreign nations. However, recently such pressure has been taken advantage of weakening the domestic opposition for opening markets. Furthermore, this paper concludes that the main factor driving reforms of agricultural policy could be found inside Japan.
