국문 초록

본 논문의 목적은 경제성장과 혁신이론을 고찰하고, 혁신이론과 정책을 근거로 하여 한국의 산업기술경쟁력의 강화와 신성장 동력산업에 필요한 원천기술 및 핵심기술 확보를 위한 실질적인 방안으로 러시아의 기술에 대한 협력을 가시화·다양화 하는 것이다. 국가적으로는 새로운 신성장 산업의 주요 원천기술협력 대상국가로 러시아의 과학기술적 잠재력을 활용할 수 있다. 그리고 대기업과 중소·벤처기업의 가장 큰 애로사안인 기술력을 갖춘 전문 인력과 원천 핵심기술 확보를 러시아기술로 해소하고자 하는 것이다. 이 같은 관점에서 러시아의 우수한 연구 성과물이 한국의 상업화기술과 협력 및 접목하여 국제경쟁력 있는 제품 및 시장개발로 이어져 양국의 경제발전에 크게 기여 할 수 있는 체계적인 협력전략과 다양한 협력사업이 필요하다. 또한 에너지개발, 시베리아철도 연결, 극동 시베리아 개발참여시에도 기술협력이 중심이 되어 이루어져야 할 것이다. 아울러 세계적인 과학기술 수준을 보유한 러시아의 잠재력과 첨단 기술인력 및 기술정보에 대한 관심과 협력을 증대 시킬 수 있는 다양한 협력사업과 체계적인 지원시스템이 필요하다 하겠다.

영문 초록

In view of economic growth and innovation theories, this paper focuses on new approaches to foster the Russian potentials in science & technology, innovation policies, technology cluster, the active Russian markets, and the practical strategies and development perspectives for the future oriented cooperative works toward the 21st century in the fields of science & technology between two countries, by the close connection of mutual economic growth of Korea and Russia and their innovation policy. The Russian potentials in the fields of science & technology and the activation of the Russian market would provide an opportunity which excellent products by mutual development could be entered the world markets, and a possibility of technological cooperation to Korea, which tries to carry out the new growth industry by new technology and resource technology. If excellent technological potentials of Russia are joined with commercial techniques, capitals and marketings towards the world of Korea, it would greatly be contributed beneficial economic growth and mutual prospects.
