국문 초록

최근 국제적 차원에서 대두되고 있는 에너지 수급문제는 단순히 반복적인 주기성의 문제라기보다는 개별적 요소들 간의 복합적인 형태를 띠고 있다는 점에서 일종의 안보적 위기로 파악하는 것이 일반적인 견해이다. 이러한 안보적 위기 상황은 동북아에 있어 보다 두드러지고 있다. 평화와 발전을 위한 안보적 전제가 이제 비군사적인 요소로 인해 위협받고 있는 것이다. 즉 탈냉전적 패러다임 속에서도, 안보위기의 중심에는 에너지로 인한 새로운 문제가 자리 잡고 있는 것이 현실이다. 더욱이 냉전종식의 확정적 근거를 찾기 어려운 동북아 지역에서의 에너지문제는 이 지역의 국가관계에 있어 새로운 안보이슈로 부각되고 있으며, 지역 내 협력관계의 모색과정 속에 새로운 경쟁 및 갈등관계를 야기하고 있어 더욱 주목 받고 있다. 최근의 나타난 동북아 에너지안보는 지속적인 성장을 구가하고 있는 중국의 경제발전과 무관하지 않다. 본문은 에너지의 상당부분을 수입에 의존하는 한ㆍ중ㆍ일 삼국의 에너지 상황을 토대로 동북아의 에너지 안보문제의 대두 배경과 내용을 파악하고 중국에 의해 심화되고 있는 에너지 위기를 중국의 에너지 외교와 결부시켜 분석하려 한다. 끝으로 동북아 에너지 안보의 위기요인 해소를 위한 정책적 대안을 제시하려 한다.

영문 초록

With regards to the recent world energy demand and supply issue, most people believe that it is not just simply a periodic cycle issue, but a security crisis arising from the interaction of certain circumstances. Such a security crisis seems more prominent in the Northeast Asia region. The security issue based on the grounds of peace and development is slowly being threatened by non-military causes. Although we have already entered into the post-cold war paradigm era, reality seems otherwise: the energy problem has become the main reason for the security crisis. Especially in the Northeast Asia region where cold war issues still remain, the energy problem has resulted in a new security problem among the countries in this region. Under such circumstances, each country in the region is searching for cooperative means, while at the same time engaging in both competitive and conflicting relations. This situation has caught much attention in the international arena. The reasons behind the recent energy security issue is, to a certain extent, related to the on-going financial development of China. Based mainly on the energy situations of energy importing countries South Korea, China and Japan, this synopsis will tap into the background and content of the energy issue in the Northeast Asia region. It will also analyse the energy security problem in this region by looking into the combination of the energy crisis ignited by China and China’s energy foreign policy. In conclusion, this synopsis will present certain propositions to solve the energy security crisis in the Northeast Asia region.
