여가제약이론에 기반한 장애인과 비장애인의 여가정책 인식과정책 우선순위: IPA 분석을 중심으로

국문 초록

본 연구는 장애 여부에 따른 여가정책의 중요도와 만족도의 차이를 분석하고, 여가정책의 우선순위를 도출하는 것을 목적으로 한다. 이를 위해 2023년 「국민여가활동조사」 자료를 활용하여 중요도-만족도 분석(Importance-Performance Analysis, IPA)을 실시하였다. 분석 결과, 첫째, 비장애인은 ‘다양한 여가시설’을 가장 중요하고 만족도가 높은 영역으로 인식한 반면, 장애인은 ‘질 좋은 여가프로그램 개발 및 보급’을 가장 중요하게, ‘다양한 여가시설’을 가장 만족도가 높은 영역으로 인식하였다. 둘째, 우선개선이 필요한 정책 영역은 비장애인의 경우 ‘여가관련 전문인력 양성 및 배치’, 장애인의 경우 ‘소외계층 여가생활지원’으로 나타났다. 셋째, 유지·강화가 필요한 영역은 비장애인의 경우‘질 좋은 여가프로그램 개발 및 보급’과 ‘여가시설의 다양성’이었으며, 장애인의 경우는‘질 좋은 여가프로그램 개발 및 보급’, ‘여가시설의 다양성’, ‘여가관련 전문인력 양성 및배치’로 확인되었다. 이러한 결과는 장애인의 여가 접근성 제고와 프로그램 개선을 위한정책적 시사점을 제공한다.

영문 초록

This study aims to examine differences in the perceived importance andsatisfaction of leisure policies between people with and without disabilities and toidentify policy priorities. Using data from the 2023 National Leisure Activity Survey,an Importance-Performance Analysis was conducted. The findings revealed thatnon-disabled respondents rated 'diverse leisure facilities' highest in both importanceand satisfaction, whereas respondents with disabilities considered 'development anddissemination of high-quality leisure programs' most important and 'diverse leisurefacilities' most satisfactory. Priority areas for improvement were identified as'training and deployment of leisure professionals' for the non-disabled and 'supportfor leisure activities of marginalized groups' for the disabled. Maintenance prioritiesdiffered by group but commonly included 'high-quality program development' and'facility diversity.' These results provide policy implications for enhancing leisureaccessibility and improving program quality for people with disabilities.
