국문 초록

본 논문은 한국 서원의 활용 정책과 실제 사례를 통해 서원의 현대적 활용에 대한 방향성을 제안하는 것이 목적이다. 전통문화유산에 대한 활용 정책은2000년대 중반이후 원형보존에서 활용으로 전환되었다. 국가유산청이 주관하는 향교·서원 문화재 사업은 2014년에 38건으로 시작하여 계속 확장되어서2025년에는 90건이 되었다. 그러던 중 2019년 ‘한국의 서원’ 9곳이 유네스코 세계유산에 등재된 후 서원의 활용 정책이 제도적으로 정비되었다. 2021년 세계유산법이 제정되고, 2022년에 세계유산 보존·관리 및 활용 종합계획이 수립되었다. 이후 2023년성균관·향교·서원법이 제정되면서 9개 서원 이외의 곳들에 대한 지속적인 지원이 가능해졌다. 2025년에는 이 법령에 의거하여 문화체육관광부에서 종합계획을 수립 중에 있다. 현재 시행되고 있는 서원 활용 사업들은 대부분 서원의 인문정신에 기반한프로그램들로 구성되어 있다. 그러나 전통문화체험, 선비문화체험 및 어린이·청소년 중심으로 운영되고, 일회성 프로그램과 상시 문화재 활용 부족 등의한계를 드러내었다. 이를 극복하기 위해서는 서원별로 차별화된 콘텐츠를 가져야 하고, 지자체의 적극적인 지원이 필수적이다. 아울러 프로그램 수행을위한 지역 문화단체의 기획 및 진행에 대한 전문성도 제고되어야 한다. 특히 스토리텔링 및 콘텐츠 발굴과 관련해서는 한국국학진흥원에서 수행하고 있는 서원 100선 사업이 참고가 된다. 지역별로 개별 서원의 자료수집·정리를 기반으로 교양서와 홍보영상, 도록 등의 제작을 통해 일반인들의 관심을증대시키고, 향후 콘텐츠 발굴의 참고 자료로 활용할 수 있다. 나아가 이 사업을 문화체육관광부의 종합계획과 연계하여 전국적으로 확대한다면 더욱 효과가 증대될 것이다. 현재 서원 활용과 보존 사업은 제도적으로 정부와 지자체의 지원 근거가 마련된 상황이므로 서원별 콘텐츠 발굴을 위한 사업추진과 이를 기획·운영할전문인력 양성을 병행하는 것이 필요한 시점이다.

영문 초록

This study aims to propose a direction for the modern utilization of Seowon(Neo-Confucian academies) through the utilization policies and actual cases of Korean Seowon. Since the mid-2000s, the utilization policy for traditional cultural heritage has shifted from preservation to utilization. The Hyanggyo and Seowon Cultural Heritage Project, led by the National Heritage Administration, began with 38 projects in 2014 and has continued to expand, reaching 90 projects by 2025. Following the inscription of nine “Korean Seowon” on the UNESCO World Heritage List in 2019, the utilization policy for Seowon was institutionally reorganized. The World Heritage Act was enacted in 2021, and the Comprehensive Plan for World Heritage Conservation, Management, and Utilization was established in 2022. Subsequently, the Sungkyunkwan, Hyanggyo, and Seowon Act was enacted in 2023, enabling continued support for Seowon sites beyond the nine. The Ministry of Culture, Sports and Tourism is currently developing a comprehensive plan based on this law for 2025. Most of the currently implemented Seowon utilization projects are comprised of programs rooted in the Seowon's humanistic spirit. However, they are primarily focused on traditional cultural experiences, scholar-scholarship experiences, and programs for children and youth. These programs often lack the flexibility to utilize cultural assets on a regular basis. To overcome these limitations, each Seowon must have unique content, and active support from local governments is essential. Furthermore, local cultural organizations must cultivate expertise in planning and implementing these programs. Specifically, the 100 Seowon Project, conducted by the National Institute of Korean Studies, serves as a model for content development. By collecting and organizing data from individual Seowons in each region, the project can generate educational materials, promotional videos, and catalogs to increase public interest and serve as a reference for future content development. Furthermore, if this project is expanded nationwide in conjunction with the Ministry of Culture, Sports, and Tourism's comprehensive plan, its effectiveness will be further enhanced. In other words, since the current Seowon utilization and preservation project has an institutional basis for support from the government and local governments, it is necessary to simultaneously promote projects to discover content for each Seowon and train professional personnel to plan and operate them.
