국문 초록

본 연구는 미중의 상호 정책을 통해 양국의 동북아 다자안보 협력체제 구성에 대한 인식과 그 본질을 분석해 본 것이다. 미국의 대중정책은 ‘중국 위협론’에 바탕을 둔 중국 견제가 핵심을 이루며 이러한 정책 성향은 동북아 안보협력에 관한 미국의 양자주의 지지 및 강화로 표출되고 있다. 중국의 대미정책은 ‘중국 위협론’에 대한 불식과 더불어 미국의 패권을 저지하는데 두고 있으며 이러한 정책 성향은 동북아 안보협력에 관한 중국의 다자주의 욕구 증대로 표출되고 있다. 중장기적으로 미중 관계가 건설적인 동반자로 관계로 정착된다면 동북아지역은 안보협력의 다자주의 실현이 가능하겠지만 현재 처럼 패권 대 반패권 양상이 지속되는 한 미국 주도의 안보협력의 양자주의가 계속될 것이다.

영문 초록

Through the mutual policies between the United States and China, this study analyzes the both countries' recognitions on the constitution of the multilateral security cooperation system in Northeast Asia and their essence. The U.S. policy toward China is focused on the restraint of China based on "the threat of China", and such tendency in policy is expressed in the U.S. support and reinforcement of bilateralism on the security cooperation in Northeast Asia; China's policy toward the United States is also focused on the restraint of the U.S. hegemony as well as the elimination of "the threat of the U.S.", but such tendency in policy is expressed in China's increase in the demand for multilateralism on the security cooperation in the region. If partnership is formed between U.S.-China relations in the middle and long term, it would be possible to realize the multilateralism in security cooperation in Northeast Asia. But as long as the current struggle continues between hegemony and anti-hegemony, there is no possibility that the bilateralism led by the U.S. will disappear in security cooperation in the region.
