국문 초록

이 연구는 스웨덴 국가교육과정에서 언어 관련 교과 교육과정과 운영 방식을 분석해 한국 국가교육과정의 개선 방향을 모색하고자 했다. 이를 위해 최근 스웨덴에서 2022년에 개정한 초‧중학교 교육과정의 언어 관련 7개 교과 교육과정을 분석하고, 스웨덴 국가교육청 통계자료와 학술 문헌 등을 종합적으로 검토해 운영의 실제를 파악했다. 연구 결과, 스웨덴에서는 국가교육과정에 제2언어로서의 스웨덴어, 모국어, 원주민의 언어‧문화인 사미 교육과정 등을 편성‧운영하여 이주배경학생과 역사적 소수민족 학생의 언어와 문화 정체성을 보호할 뿐 아니라, 다수자 학생을 포함한 모든 학생을 위해 교육 포용성을 강화하고 있었다. 이주배경학생이 지속적으로 증가하는 한국 상황을 고려하여, 국가교육과정에 제2언어로서의 한국어 교과를 포함하고, 유산 언어에 대한 보충적 교육 지원 지침을 추가하며, 한국의 역사적 소수자인 코리안 디아스포라 귀환자 집단의 역사, 문화, 정체성 등을 관련 교과교육에 포함하는 등의 고려가 필요함을 제안했다. 이러한 개선 방향은 모든 학생을 위한 형평성 있고 포용적인 교육과정 발전에 기여할 수 있을 것이다.

영문 초록

This study investigates how Sweden’s inclusive national curriculum designs and implements its language related subjects, aiming to identify potential improvements for the Korean national curriculum. Seven language‑related subjects from Sweden’s 2022 revised curriculum for compulsory schools were analyzed, and their implementation was reviewed through official statistics from the Swedish National Agency for Education and relevant scholarly literature. The findings indicate that Sweden formally integrates Swedish as a Second Language, Mother Tongue, and Sami into the national curriculum. This approach not only safeguards the linguistic and cultural identities of school-age minority groups with a background of migration and historical minorities, but also promotes inclusivity for all students, including those from the majority population. Based on these insights, the study proposes three key reforms for Korea’s national curriculum: (1) recognizing Korean as a Second Language as a subject for learners who require it; (2) including guidelines for supplemental support for heritage language education; and (3) incorporating the histories, cultures, and identities of historical minority or “diaspora returnee” groups into relevant subjects. These recommendations aim to support the development of a more equitable and inclusive curriculum that ensures all learners—regardless of linguistic or cultural background—have fair opportunities and meaningful educational outcomes in Korea.
