이민자 조기적응 프로그램 운영 경험에 관한 현상학적 연구

국문 초록

본 연구는 법무부가 주관하는 ‘이민자 조기 적응 프로그램’을 현장에서 실행하는 운영자와 교수자들의 생생한 경험 속에 담긴 본질과 의미 구조를 탐색하는 데 목적이 있다. 이를 위해 프로그램 운영 경험이 있는 8명의 참여자와 심층 면담을 진행하였으며, 수집된 자료는 Colaizzi(1978)의 현상학적 연구 방법으로 분석하였다. 연구 결과, 참여자들의 운영 경험은 네 가지 핵심 주제로 도출되었다. 첫째, ‘직업적 성장과 이주민 지원의 교차점’으로, 참여자들은 개인의 경력 개발이라는 현실적 목표와 이주민을 돕는 사명감 사이에서 복합적인 동기를 가지고 있었다. 둘째, ‘프로그램의 긍정적 효과와 현실적 한계’로, 이주민에게 실질적 도움을 제공하는 데서 오는 보람과 프로그램이 비자 취득의 수단으로 변질되는 현실적 딜레마를 동시에 경험하고 있었다. 셋째, ‘행정적 부담과 소통의 장벽’으로, 예측 불가능한 지침 변경과 과도한 민원 업무로 인한 실무적, 감정적 소진을 겪고 있었다. 넷째, ‘제도적 정착과 맞춤형 지원 요구’로서, 현장의 어려움을 극복하기 위해 통역 지원, 의무 대상 확대, 후속 프로그램 연계 등 구조적인 개선을 강력히 요구하고 있었다. 이러한 분석을 통해 도출된 운영 경험의 본질은 ‘이상과 현실의 괴리 속에서 고군분투하며, 제도의 발전을 촉진하는 실천적 주체로서의 자기 인식 과정’이었다. 본 연구는 정책 전달자의 관점을 심층적으로 조명함으로써 프로그램의 실질적 개선을 위한 현장 기반의 정책적 함의를 제공하고, 정책 전달자를 위한 다문화교육의 새로운 지향점을 제시했다는 점에서 의의를 가진다.

영문 초록

This study aimed to explore the essence and meaning structures embedded in the lived experiences of operators and instructors implementing the "Early Immigrant Adaptation Program," hosted by the Ministry of Justice. To this end, in-depth interviews were conducted with eight participants with program experience, and the collected data were analyzed using Colaizzi's (1978) phenomenological research method. Four core themes emerged from the participants' operational experiences. First, regarding the "intersection of professional growth and immigrant support", participants were motivated by a complex mix of practical goals for personal career development and a sense of mission to help immigrants. Second, regarding the "positive effects and practical limitations of the program", participants experienced the simultaneous reward of providing practical assistance to immigrants and the practical dilemma of the program being transformed into a means of obtaining visas. Third, regarding the "administrative burden and communication barriers", participants experienced both practical and emotional exhaustion due to unpredictable changes in guidelines and excessive administrative workloads. Fourth, regarding the "demand for institutional establishment and customized support," there was a strong demand for structural improvements, such as interpretation support, expansion of mandatory targets, and linkage to follow-up programs, to overcome on-site difficulties. The essence of the operational experience derived from this analysis was "a process of self-awareness as a practical agent who struggles amid the gap between ideals and reality and promotes institutional development". This study is significant in that it provides field-based policy implications for practical program improvements by deeply examining the perspectives of policy deliverers, and suggests a new direction for multicultural education.
