국문 초록

본 연구는 ‘다문화교육 정책’에서 ‘이주배경학생 지원’으로 전환되는 정책의 변화 과정을 CIPP 모형(Context, Input, Process, Product)을 이론적 틀로 활용하여, 중앙정부(교육부)와 경기도교육청의 이주배경학생 교육지원 정책 변화를 분석하였다. 연구는 2006년 이후 제도화 과정을 포괄하되, 2020년 이후 교육부 및 경기도교육청의 다문화교육 관련 정책의 변화흐름을 분석하였다. 분석결과, 중앙정부는 이주배경학생 정책의 대상과 범주를 확대하고 포용교육체제의 제도화를 강화했으며, 경기도교육청은 현장 밀착형 맞춤 지원과 지역사회 연계 방안을 중점적으로 추진하였다. 또한, 정책대상의 포괄성, 실행 주체의 다변화, 이중언어 교육 강화, 성장단계별 지원 프로그램 운영 등에서 두 기관 간 차별성과 공통점이 확인되었다. 본 연구는 ‘다문화’에서 ‘이주배경’으로의 정책담론 전환이 단순한 용어 변경이 아닌, 정책 대상의 확대, 정책 목표의 변화, 실행체계 등 전반에 걸친 구조적 변화임을 확인할 수 있었다. 교육현장의 포용성과 다양성 확대, 이주배경학생 지원정책의 지속가능성 강화를 위한 제도화 전략 수립에 정책적 시사점을 제언하였다.

영문 초록

This study examines the policy shift from ‘multicultural education’ to ‘educational support for migrant-background students’ by analyzing policy changes of the Ministry of Education (MOE) and the Gyeonggi Provincial Office of Education (GPOE) through the CIPP model (context, input, process, product). Focusing on the institutionalization processes since 2006, it highlights shifts after 2020. The MOE expanded the categories and target groups of migrant-background students and reinforced an inclusive education system, while the GPOE emphasized field-based support and community collaboration. The analysis identified commonalities and differences in policy inclusiveness, diversification of actors, bilingual education, and stage-based programs. The findings show that the move from ‘multicultural’ to ‘migrant background’ represents not just a terminological change but a structural transformation involving broader policy targets, revised goals, and restructured implementation systems. The study offers policy implications for enhancing inclusivity and ensuring the sustainability of support policies for migrant-background students.
