이 연구는 지역복지현장에서의 자산기반 사례관리에 대한 인식과 실천가능성을 탐색함으로써 이를 실현하기 위한 핵심 요소와 실행지표를 도출하는 것을 목적으로 한다. 이를 위해 공공, 민간, 학계 전문가 20명을 대상으로 수정 델파이 조사를 실시하였다. 주요 분석 결과는 다음과 같다. 첫째, 자산기반 사례관리에 대한 인식을 탐색한 결과, ‘실천가치의 중요성’, ‘실천과정에서의 구조적 제약’, ‘공동생산 기반 실천전략의 필요성’ 등이 주요 주제로 도출되었다. 둘째, 자산기반 사례관리의 실천가능성을 높이기 위해 필요한 조건으로는 ‘사례 지원체계의 재구조화’, ‘내･외부 슈퍼비전 체계 정비’, ‘민관협력 네트워크를 통한 실천역량 강화’ 등이 제시되었다. 마지막으로, 자산기반 사례관리 실천의 핵심 요소와 실행지표를 도출하고자 실시한 1차 델파이 조사 결과, 내용타당도가 낮은 6개 문항은 삭제되었고, 전문가 의견을 반영하여 6개 문항이 새롭게 추가되었으며, 일부 문항은 용어의 명확성을 높이기 위해 수정되었다. 최종적으로 2차 조사에서는 총 66개 문항이 자산기반 사례관리 실천을 구성하는 핵심 지표로 확인되었으며, 이는 자산기반 사례관리 실천을 위한 실천틀이자 실행지표로 기능할 수 있음을 보여주었다. 이 연구는 자산기반 사례관리의 실천가능성을 체계화함으로써 지역복지현장에서 활용 가능한 이론적･실천적 기반을 제시하였다. 이러한 결과는 사례관리자의 실천방향을 구체화하고 자산기반 사례관리의 실행력을 강화함으로써 지역 주민의 복지와 생활안전 증진에 기여할 수 있을 것이다.

영문 초록

This study aims to explore the perceptions and practical feasibility of asset-based case management in community welfare settings, and to identify key elements and implementation indicators necessary for its realization. To this end, a modified Delphi survey was conducted with 20 experts from the public, private, and academic sectors. First, as a result of exploring perceptions of asset-based case management, the major themes emerged, including the importance of practice value, structural constraints in the practice process, and the need for a practice strategies based on co-production. Second, the necessary conditions for increasing the feasibility were identified as restructuring the case support system, establishing internal and external supervision systems, and strengthening of practice competencies through public-private partnership networks. Finally, the first Delphi survey, conducted to identify key elements and implementation indicators for asset-based case management practices, resulted in the deletion of six items with low content validity, the addition of six new items based on expert feedback, and revisions to some items to improve clarity of terminology. Ultimately, the second survey identified a total of 66 key indicators for asset-based case management practices, demonstrating their potential as a practical framework and performance indicator for asset-based case management practices. This study systematized the feasibility of asset-based case management, providing a theoretical and practical foundation for use in community welfare settings. These findings will contribute to improving the welfare and safety of residents by specifying the practice direction of case managers and strengthening the effectiveness of asset-based case management.
