결정적 사건기법(CIT)을 활용한 근골격계 유해요인조사의 전문성 강화 및 제도적 개선에 관한 연구

국문 초록

본 연구는 사업장의 근골격계 유해요인조사 실태와 문제점을 파악하고, 개선 방안을 제시하기 위하여 경험 조사를 실시하였다. CIT 기법을 활용한 조사 문항은 선행연구의 학위･학술 논문을 참고하여 문항을 설계하였으며, 현장에서 근골격계 유해요인조사를 직접 경험하는 관리감독자들을 대상으로 정성적 조사하였다. 구체적인 CIT 분류방법을 활용한 설문 문항은 근골격계 유해요인조사를 실시 후 불만족스러웠던 구체적인 경험과 개선 방향에 대한 의견으로 구성하였다. 3번의 재범주화 작업을 시행한 분석자 간의 유형 일치도는 91%, 94%, 97%로 높은 신뢰도를 확보할 수 있었다. 그 결과 사업장의 근골격계질환 유해요인조사 경험은 약 80.6%로 제조업의 실시 경험이 다른 업종에 비하여 높게 나타났고, 근골격계 유해요인조사 시 조사 전문 인력 및 지식의 부족과 조사 방법의 적합성이 주요 문제점으로 파악되었다. 또한, 근골격계 유해요인조사 시 개선 방향으로는 예방프로그램 운영과 사업주 관심 증대에 대한 인식이 높게 나타났다. 본 연구는 정성적 접근으로 근골격계질환 유해요인조사에 대한 전문성 강화와 개선에 대한 접근이 이루어졌다는데 그 의미가 크며, 이를 통하여 근골격계질환 유해요인 조사가 현실적으로 운영되고 근로자의 건강과 안전을 증진하는 제도적 개선을 위하여 조사 방법, 조사 인력 등 조사 기준의 명확성과 조사 후 관리체계 마련을 제안하며, 이를 위한 기초자료로 활용되기를 기대한다.

영문 초록

This study conducted an empirical survey to identify the current status and challenges of workplace musculoskeletal hazard factor assessments and propose improvement measures. The survey questions, utilizing the CIT technique, were designed based on previous research and academic papers. A qualitative survey was conducted with managers and supervisors. The inter-analyst agreement on the survey results was high, reaching 91%, 94%, and 97%, respectively, after three rounds of recategorization. The results revealed that approximately 80.6% of workplaces had experience conducting musculoskeletal hazard factor assessments, with manufacturing industries demonstrating higher levels of experience compared to other industries. Key challenges identified in musculoskeletal hazard factor assessments included a lack of specialized personnel and knowledge, as well as the appropriateness of the assessment methods. Furthermore, a high level of awareness emerged regarding the need for improved prevention programs and increased employer engagement in musculoskeletal hazard factor assessments. This study is significant in that it approached the strengthening and improvement of expertise in the investigation of musculoskeletal disease risk factors through a qualitative approach. Through this, it proposes clarity of investigation criteria such as investigation methods and personnel, and the establishment of a post-investigation management system to ensure that the investigation of musculoskeletal disease risk factors is operated realistically and to promote the health and safety of workers. It is expected to be used as basic data for this purpose.
