안전문화리터러시에 대한 개념 분석

국문 초록

본 연구는 현대 사회의 복합재난 환경 속에서 개인의 안전 역량을 설명할 수 있는 개념으로 ‘안전문화리터러시(safety culture literacy)’를 제안하고, 이를 이론적으로 정립하기 위해 개념 분석을 실시하였다. ‘안전문화’가 주로 조직적･집단적 차원에서의 규범과 행위를 강조하는 개념인 데 반해, ‘리터러시’는 정보의 이해와 비판, 실천을 포괄하는 개인의 역량에 주안점을 둔다. 본 연구는 이 두 개념을 통합한 ‘안전문화리터러시’를 새로운 복합 개념으로 간주하고, Walker와 Avant(2005)의 8단계 개념 분석 절차를 적용하여 이론적 구조를 도출하였다. 문헌 고찰과 개념 비교, 사례 구성, 선행 조건과 결과 분석을 통해 안전문화리터러시의 결정적 속성으로 ①위험 인식력, ②정보 해석 및 판단력, ③실천적 안전 행동 능력, ④문화적 이해 및 공동체 맥락 인식 능력, ⑤소통 및 참여 능력을 제시하였다. 또한 각 속성의 실증적 준거를 정리하고, 향후 평가 도구 개발 및 교육적･정책적 활용 가능성을 논의하였다. 본 연구는 아직 학문적으로 정의되지 않은 개념을 이론적으로 구조화함으로써 안전교육, 재난 대응, 시민역량 강화 등의 분야에서 새로운 이론적 토대를 제공한다는 점에서 학술적 및 실천적 의의를 가진다.

영문 초록

This study proposes the concept of Safety Culture Literacy as a theoretical framework to explain individual safety competencies within the context of a multi-hazard society. While the existing notion of safety culture primarily emphasizes collective and organizational dimensions, literacy highlights individual capabilities such as comprehension, critical evaluation, and practical application of information. Viewing safety culture literacy as an integrated and novel conceptual construct, this study employed the eight-step concept analysis method developed by Walker and Avant(2005) to establish its theoretical structure. Through an extensive literature review, comparative analysis of related concepts, case construction, and identification of antecedents and consequences, five defining attributes of safety culture literacy were derived: (1)risk awareness, (2)information interpretation and judgment, (3)competence for practical safety action, (4)cultural understanding and contextual awareness, and (5)communication and participation competence. In addition, empirical referents for each attribute were examined, and implications for future development of assessment tools, educational interventions, and policy applications were discussed. By theoretically structuring a previously undefined concept, this study provides an academic and practical foundation for advancing research and practice in safety education, disaster response, and civic capacity building.
