국문 초록

본 연구는 최근 국내에서 다발적으로 발생한 흉기난동 범죄 중 ‘심각한 피해를 야기하면서도 해당 범죄와 피해자 사이에 아무런 연관성이 없는 범죄’들에 대해, 해외에서는 어떻게 접근하고 예방하는지 탐구해보고자 진행되었다. 연구결과, 해외에서는 이와 같은 범죄를 표적화된 폭력으로 정의하고 있으며, 이에 대응하기 위한 다양한 노력이 보고되고 있었다. 이러한 유형의 범죄가 임의 또는 무차별하게 발생하지 않고 의도와 계획, 특정 표적을 노려 발생하며, 범죄자가 폭력행위의 실행으로 나아가고 준비하는 과정에서 여러 경고 행동이 나타난다는 점을 확인하였다. 또한, 이와 같은 경고 행동들을 탐지하고 이에 기반해 우려되는 개인 또는 상황의 위협 수준을 평가하고 예방적으로 개입하기 위한 위협평가 및 개입 체계가 다양한 국가에서 연구되고, 정책적으로 도입되고 있음을 알 수 있었다. 해외 정책과 연구결과를 토대로 국내 표적화된 폭력의 예방적 개입을 위한 위협평가 및 관리체계의 도입 필요성과 도입 시 고려해야 할 사항에 대해 제언･논의하였다.

영문 초록

This study was conducted to explore how to approach and prevent crimes that have no identifiable connection between the crime and the victim while causing serious harm including mass stabbing in Korea. As a result of literature review, such violence is defined as a targeted violence overseas, and various efforts have been reported to counter it. This type of crime does not occur random, but occurs in pursuit of a specific target with intentions and plans, and that various warning behaviors appear in the process of perpetrator moving toward and preparing for the violent act. In addition, it was found that threat assessment and management are being studied and introduced in various countries to detect such warning behavior, evaluate threat of concerned individual or circumstance, and intervene proactively based on them. The necessity of introducing a threat assessment and management system for preventive intervention of domestic targeted violence were discussed.
