국문 초록

본 연구는 4차 산업혁명과 산업 전반의 디지털 전환 가속화에 따라 안전보건관리자의 핵심 역량으로 부상한 데이터 리터러시가 직무역량에 미치는 영향을 실증적으로 분석하였다. 산업안전보건 분야에서는 스마트안전관리시스템 도입과 안전데이터 분석 등 디지털 기술 활용이 확대되면서 데이터 기반 의사결정과 디지털 도구 활용 능력의 중요성이 더욱 커지고 있다. 그러나 안전보건 관리자의 데이터 리터러시와 직무역량 간 관계를 실증적으로 규명한 연구는 여전히 부족한 실정이다. 이에 본 연구는 데이터 리터러시의 하위요인별로 직무역량의 다양한 측면에 미치는 차별적 영향을 규명하는 것을 목적으로 하였다. 이를 위해 안전보건관리자 122명을 대상으로 온라인 설문조사를 실시하고, 수집된 자료를 Jamovi 2.3 프로그램을 활용하여 위계적 회귀 분석과 다중 회귀분석을 수행하였다. 데이터 리터러시는 ‘데이터 이해’, ‘데이터 수집 및 의사결정’, ‘데이터 커뮤니케이션’의 3개 하위요인으로, 직무역량은 ‘역량인식’, ‘객관적 성과’, ‘추진활동 개선노력’, ‘역량개선 정도’의 4개 하위요인으로 구성하였다. 분석 결과, 데이터 리터러시 하위요인은 직무역량의 각 측면에 차별적으로 유의한 영향을 미쳤다. ‘데이터 이해’는 역량인식에, ‘데이터 수집 및 의사결정’은 역량인식·객관적 성과·역량개선 정도에, ‘데이터 커뮤니케이션’은 객관적 성과와 추진활동 개선노력에 유의한 영향을 미쳤다. 이러한 결과는 데이터 리터러시가 직무역량 전반에 일률적으로 작용하기보다 하위요인별로 선택적으로 영향을 미친다는 것을 보여준다. 따라서 목표하는 직무역량에 부합하는 데이터 리터러시 요소를 전략적으로 개발·강화하는 맞춤형 접근이 요구된다. 본 연구 결과는 안전보건관리자의 역량 강화를 위한 정책 수립과 교육 프로그램 개발의 기초자료로 활용될 수 있을 것으로 기대된다.

영문 초록

Research Background: With the advent of the Fourth Industrial Revolution and the accelerated digital transformation across industries, data literacy has emerged as a core competency for occupational safety and health (OSH) managers. In the OSH field, the adoption of smart safety management systems and safety data analytics has expanded the role of data-driven decision-making and the ability to utilize digital tools. Nevertheless, empirical research examining the relationship between data literacy and job competency among OSH managers remains limited. Purpose: This study aims to empirically analyze the effects of data literacy on the job competency of OSH managers, focusing on the differentiated influence of each sub-factor of data literacy on various aspects of job competency. Methods: A total of 122 OSH managers participated in an online survey. Data were analyzed using hierarchical regression analysis and multiple regression analysis with Jamovi 2.3. Data literacy was categorized into three sub-factors: data understanding, data collection and decision-making, and data communication. Job competency was categorized into four sub-factors: competency recognition, objective performance, efforts to improve activities, and degree of competency improvement. Results: The findings revealed that the sub-factors of data literacy had distinct effects on specific aspects of job competency. Data understanding had a significant positive effect on competency recognition. Data collection and decision-making significantly influenced competency recognition, objective performance, and the degree of competency improvement. Data communication significantly affected objective performance and efforts to improve activities. These results suggest that data literacy does not uniformly affect all aspects of job competency but rather exerts selective effects depending on the sub-factor. Conclusion: Data literacy plays a differentiated and selective role in enhancing various dimensions of job competency among OSH managers. Therefore, a customized approach is required to strategically develop and strengthen the data literacy components that align with targeted job competency areas. The findings provide useful implications for policy-making and the development of training programs aimed at strengthening the competencies of OSH managers.
