군 다문화정책 발전 방안에 대한 비판적 고찰 : 3군(軍) 내 시행 현황과 기술적 평가를 중심으로

국문 초록

대한민국의 군은 무형의 전투력 강화를 위한 나름의 다문화정책을 추진해왔으며, 학계에서도 관련 대비책 마련을 위한 연구들이 꾸준히 이어져 왔다. 그러나 이 글은 민군 양자의 영역에서 기울이는 그간의 노력이 각각 공전(空轉)할 뿐, 상보적인 결과로 이어지지 못한다는 점에 주목하고, 다음의 두 단계 논의를 거쳐 군 다문화정책 발전 방안에 대한 비판적 고찰을 시도한다. 우선, 기존의 문헌 자료들과 각종 연구보고서에 대한 검토를 기본으로 하되, 이 글의 문제의식과 연구목적에 부합하는 총 8가지 질의에 따라 육·해(해병대 포함)·공, 3군(軍)과 주무 부처인 국방부가 국회에 제출한 답변자료를 토대로, 군의 다문화정책 시행 현황을 살펴보았다. 그리고 이 과정에서, 군사경찰에 의해 형사입건된 다문화 장병 관련 차별 사건사례(건명, 모욕)가 2021년에 2건 발생했었고, 최근 5년간 다문화 이해 교육은 각 군별로 ‘실시’ 혹은 ‘미실시’, 관련 자료의 ‘보유’ 혹은 ‘미보유’ 등 별도의 관리에 있어서 차이가 있음을 확인하였다. 다음으로, 이상에서 파악된 문제점들을 근거로 ‘기술적 평가(descriptive evaluation)’ 방식을 준용한 4가지 기준에 따라 현재 시행 중인 군 다문화정책을 분석하였다. 그 결과, 해당 정책에 대한 재논의와 다음의 정책 보완점이 필요함을 주장한다. 첫째, 정부와 각 군 차원에서는 ‘다문화 전략’과 전략목표의 설정, 보강된 다문화 이해 교육 실시를 위해 학계와의 ‘인식커뮤니티(epistemic community)’를 형성해야 하며, 둘째, 학술연구 차원에서는 민군이 연계 및 협력하여 정책 연구 우수 성과를 발굴하고 확산시키는 과제를 병행함으로써 이행기 문화 시기의 군, 전(全) 장병을 위한 철저하고 기민한 대비를 해나갈 수 있다고 강조한다.

영문 초록

This article takes note of the fact that the efforts made by the both of civil and military sectors fail to obtain complementary results, and attempts to critically examine the development plan of the military's multicultural policy through the following two stages of discussion. First, we looked into the current status of military's multicultural policy implementation, based on the data submitted to the National Assembly by the ROK armed forces and the MOND. In the process, we confirmed that there were two criminal cases prosecuted by military police in 2021, related to multicultural soldiers and that there were significant differences in the management about ‘multicultural understanding education’ of each military service, from the viewpoint of the implementation of education and related educational materials. Next, we analyzed this policy on the basis of the issues identified above, in accordance with the four criteria applying the ‘descriptive evaluation method’. As a result, we suggest it is necessary to form an 'epistemic community' with academic world in the government and each military service to operate enhanced multi-cultural education program. And also, at the level of academic research, civil and military should setup ties and collaboration with each other to do the task of finding and diffusing excellent policy research results so that it can make a thorough and agile preparation for the military and all soldiers in the transitional cultural period.
