국방비 소요 전망과 확보 대책

국문 초록

생존은 모든 생명체에게 ‘절대선’이다. 국방비는 국가 생존을 지켜내는데 필요한 비용이다. 그런 만큼 국방비는 국가경영의 양대축인 안보와 경제가 선순환 되도록 ‘안보위협정도’와 ‘재정적 부담능력’이 균형을 이루는 접점에서 결정되는 것이 정도(正道)이다. 21세기 복합적 안보위협과 복지소요 분출에 따른 재정적 압박을 동시에 고려하면, 국방비적정수준은 GDP 3% 정도가 되어야 할 것으로 판단된다. 그럼에도 한국의 국방비 부담률은 1990년대부터 하향추세로 접어들어 2017년 현재 GDP 2.4%에 머무르고 있다. 이제 한국군은 눈앞의 군사전선을 넘기 전에 예산전선부터 넘어야 한다. 예산전선을 넘지 못하면 군사전선도 넘을 수 없기 때문이다. 이에 필자는 한국군 앞에 놓인 예산전선의 실상을 재조명하고 이를 무사히 넘을 수 있는 정책대안을 제시하고자 한다. 그 일환으로, ‘전략-전력-예산의 연계구도’ 속에서 문제를 식별하고 해법을 모색할 것이다. 이는 장차 한국군이 국방자원의 제약조건하에서 싸워 이기려면, ‘창의적 전략이 있어야하고 전략개념에 맞는 전력구조와 예산소요가 뒤따라야 한다’는 기본명제에 근거한다.

영문 초록

Survival is an absolute good to all creatures. A nation state can survive and develop on the basis of solid security and prosperous economy. In the context, defense budgets should also be determined at the point where the level of military threat and the government's financing capacities are on an equilibrium. In light of the ever-rising security threats and fiscal constraints, the proper level of defense budgets would be 3.0% of GDP. However, the ratio of defense expenditure to GDP has been declining since 1990s and is now fixed at around 2.4% of GDP. From now on, therefore, the ROK forces must cope with fierce competition over budget allocation before it encounters the enemy on the battle front. This is because they cannot make a breakthrough in the battle front without overcoming budget constraints. Against such backgrounds, this paper attempts to explore discrepancies between theory and practice of resource allocation for national defense and make policy recommendations to secure a proper level of defense budgets. In this regard, discussions over policy problems to alternatives are conceptualized by such a guiding principle that the military strategy determines the force structure, which in turn conditions budget requirements.
