국문 초록

국방안보는 국가의 일차적 존재이유로서 보편적 가치를 인정받고 있으나, 정책내용과 방법에 있어 다양한 입장이 경쟁할 수밖에 없는 영역이다. 2000년대 이후 진보적 입장들이 정책으로 반영되기 시작하면서 국방안보를 둘러싼 담론경쟁이 치열하게 전개되고 있다. 전시작전권 전환과 사드배치 논란이 그 대표적 사례이다. 인터넷과 SNS가 지배하는 뉴미디어 시대에 보수적 국방안보 담론의 설득력은 약화될 것이다. 확증편향의 심화, 심각한 이념균열, 국방안보담론의 태생적 보수성과 불투명성, 위협의 애매함과 불확실성, 정부와 군대에 대한 불신, 여야대립구도, 행위자에 대한 통제 어려움 등이 이를 심화시킬 것이다. 이를 극복하기 위해서는 미래지향적 국방안보담론을 형성하고 담론투쟁에 있어 설득력을 강화시키는 것이 절실하다. 그 중요한 요건으로 담론의 타당성, 메신저의 신뢰성, 군의 도덕성을 강화해야 한다. 아울러 초당파적 정책담론 공동체를 구성하여 상호이해와 신뢰를 형성, 국민적 합의를 구축하는 것이 중요하다.

영문 초록

Although the national defense security is recognized as a core policy domain of a country, it is one of essentially contested policy areas among different and competing parties and views. It has been the case with democratization and globalization after 2000s in South Korea. Intense argumentations on the transfer of the wartime operational control and the THAAD deployment are among the representative cases. The persuasive power of the conservative discourse will become more weak in a new media era in which the Internet and SNS are getting more dominant in the discourse formation. That will deteriorate due to the confirmation bias between the adversarial groups, the severe ideological cleavage, the intrinsic conservativeness and ambiguity of the defense security discourse, the vagueness and uncertainty of the security threats, distrust and mistrust on the government and the military, the domestic structure of political competition, and the actors beyond control. In order to cope with these problems, it will be necessary to build a future-oriented polity discourse of the defense security and to enhance its persuasive powers. The validity of the policy discourse, the credibility of the messengers, and the morality of the military are core elements for the discourse hegemony. In addition, it is important to institute a trans-partisan policy discourse community for deepening the understanding and trust among major actors and then construct a high degree of the national consensus.
