국문 초록

통일환경에 대한 객관적 평가를 소홀히 한 낙관적 전망과 희망사항에 근거한 안이한 대처는 현재 한국이 직면한 외교안보 위기의 가장 큰 이유이다. 북한체제의 불확실성과 급변하는 동북아 질서에도 불구하고 한국의 통일정책은 이론과 담론에 의해 지배되었고, 기조, 원칙, 전략, 과제 등 너무 세분화되었으나, 그 내용은 거의 알려져 있지 않다. 북한의 4차 핵실험 이후 더 이상 대화만으로는 북핵을 저지할 수 없다는 결론에 이르렀다. 나아가 냉전종식 이후 유지되어온 포용기조에 대한 회의감이 증가하기 시작했다. 압박과 제재가 대화를 대체하였고 이를 위한 국제공조가 강화되었다. 이제 새로운 대북정책은 통일환경에 대한 철저한 분석을 바탕으로 수립되고 추진되어야 할 것이다. 정책의 타당성, 실현 가능성을 무시한 정책은 논의의 대상이 아니라, 정치적, 이념적 갈등일 뿐이다.

영문 초록

The most prevailing reason behind a security crisis that Korea currently faces is its optimistic approach, which has led to a failed objective assessment on the environment surrounding Korean unification, and its naive response grounded on a mere wishful thinking. In the midst of uncertainties of the North Korean regime and the rapidly changing security dynamics in the Northeast Asian order, South Korea‘s unification policies have often been dominated by theories and discourse and overly divided into a detailed category, including principles, policy goals, strategies, tasks, etc., all of which have barely attracted the public interests. A conclusion was from North Korea’s 4th nuclear test that a dialogue alone will not deter its nuclear ambition. And there is even a growing scepticism about the principle of engagement, which has continued since the end of the Cold War. A dialogue was replaced by pressure –a direction that has solicited the strengthened international coordination. Now new unification policies should be formulated and implemented based on a thorough analysis on unification environment. A policy should be a subject for discussion only when it is recognized as valid and feasible. A policy deemed otherwise will end up causing political and ideological conflicts.
