국문 초록

미중의 전략적 경쟁과 갈등은 한국에 큰 외교적 도전이다. 오바마의 아시아 재균형 정책에 이은 시진핑의 신형대국관계와 트럼프의 미국 제일주의는 양 강대국 사이 한국의 전략적 선택지를 압박한다. 북핵과 사드를 둘러싼 미중의 갈등은 한반도의 당장 시급한 안보 현안이 강대국 패권경쟁의 볼모가 되는 불행한 상황을 연출하고 있다. 그렇다고 강대국 사이의 한국사회로서 과거에서부터 내려온 운명적 비관론에만 젖어있을 수도 없다. 세계 10위권의 경제력과 군사력을 보유한 우리의 잠재력과 능력을 지나치게 비하하거나 과소평가하는 것은 우리에게도 미중에게도 바람직하지 않다. 현실은 오히려 미중도 한반도의 문제를 놓고 남북을 바라보며 고민하고 있는지도 모른다. 한반도의 평화와 비핵화에 관한 한국과 미중의 장기적인 이익이 크게 다르지 않다. 미중과의 외교는 한반도의 평화와 안정, 그리고 비핵화에 동의하면서도 미묘한 입장 차이를 가진 미중의 속내를 이해하는 것에서부터 시작해야 한다. 동시에 북한체제의 취약성이 동북아 세력전이와 맞물려 증폭될 수 있는 위험성을 한･미･중 삼국이 협력하여 안정적으로 관리한다는 큰 틀에서 접근해야 한다. 그리고 한반도의 통일은 한국의 주도로 미중이 함께 만들어 가야함을 강조해야 한다.

영문 초록

US-China strategic rivalry presents South Korea with important diplomatic challenges. South Korea has been under increasing pressure to make a strategic choice between the US and China as the US goes through transition from Obama’s Asia Rebalance to Trump’s America First against Xi Jinping’s New Types of Major Country Relations. South Korea is watching helplessly North Korean nuclear development and THAAD, its most important security issues, becoming a hostage to the power competition between the two giants. Yet, the issue is too important for Seoul to give up with sense of tragic pessimism. South Korea needs to wake up to the realization of its potential and destiny to play a role in resolving the difficult security challenges for every one including the US and China. For they share common interests in achieving denuclearization and peace on the Korean peninsula in long term. South Korea’s diplomacy should be based on the clear understanding of the delicate differences on the priority in the peninsula issues between Washington and Beijing. South Korea should advocate for the trilateral cooperation between Seoul, Washington, and Beijing in stable management of the potential danger of unstable North Korean regime multiplied by the power transition in Northeast Asia as a basic framework for its diplomacy between the two superpowers. And the unification of the Korean peninsula should be worked together between the US and China as South Korea takes a leading role.
